- Description
- The Department of the Navy (DoN) has a requirement to obtain consultation support services for the Navy?s Strategic Sourcing Programs. Prospective contractors shall provide services and/or products to support agencies in the implementation and continuation of management, organizational and business improvement efforts related to the Navy?s Strategic Sourcing Programs. Examples include, but are not limited to, services to support Office of Management and Budget (OMB) Circular A-76 competitions such as: preliminary planning, performance work statement (PWS)/statement of work (SOW) and quality assurance surveillance plan (QASP)/performance assessment plan (PAP) development, agency tender development, cost validation, market research, program management support, analysis support, development of agency cost estimates using the latest version of COMPARE software, and other associated services. Services may also include privatization or divestiture analysis support associated with other DoN Strategic Sourcing Programs. The DoN Strategic Sourcing Acquisition Center of Excellence (SSACOE) will release a DRAFT solicitation for industry review, questions and comments on or about November 26, 2003. The DRAFT solicitation (N62467-04-R-0069) can be accessed on the Naval Facilities Engineering Command (NAVFAC) electronic solicitation website at: http://www.esol.navfac.navy.mil. This DRAFT solicitation will only be issued electronically. Any party wishing an electronic copy may download it directly to their workstation. Hard copies of the DRAFT solicitation will not be mailed. Industry comments are due to the DoN SSACOE no later than January 2, 2004. All comments should reference the appropriate section and page number. Electronic submissions are acceptable and should be submitted to: Christian.ford-cannon@navy.mil. Responses may also be faxed to: (843) 820-5819, Attention: Ms. Christian Ford-Cannon. Questions concerning this procurement should be directed to Ms. Ford-Cannon at: (843) 820-5973. The Government will consider all questions and comments received from potential offerors in preparation for the final Request for Proposal. Any changes made will be at the sole discretion of the Government. THIS IS A REQUEST FOR INDUSTRY COMMENTS - PROPOSALS ARE NOT REQUESTED AT THIS TIME AND WILL NOT BE ACCEPTED. A formal solicitation is expected to be issued on or about February 2004. The DoN SSACOE NAVFAC will synopsize any formal contract action prior to its release. All firms responding to this DRAFT solicitation are advised that their response to this notice is not a request to be considered for a contract award. Response to this DRAFT solicitation for industry comment is voluntary. The Government will not pay for any information that is submitted in response to this request and is NOT a request to be added to a plan holder?s list or to receive a copy of a solicitation.
