Description
In accordance with FAR 6.302-1 the Government intends to award a sole source requirements contract to Anderson Metal Industries (AMI) 1385 Pittsburgh Rd., Franklin, PA 16323, for supply of the Collective Protection System (CPS) program items; filter housings, filter housing assemblies, pressure control valves, tools kits, for installation in US Navy ships and DOD critical shore facilities. AMI is the only company which has the facilities, processes, quality assurance, skilled workforce, experience and past performance to successfully fabricate these items within the Government's delivery and quality requirements. Items required include filter housings, front plates, Tee supports, mounting plates, cover plates, and installation hardware. Filter housing assemblies consist of filter housings, mounting plates, and plenum boxes assembled with a combination of welded and bolted c onnections. Data requirements include as built drawings and assembly/installation instructions. Reference NAVSEA Drawings 6263500 and 6573690, and NSWCDD Drawings SK530-0675 and CPSA3-4-1. Filter housings will be required in either Aluminum or Steel construction and are in the following capacities; 200 CFM, 400 CFM, 600 CFM, 800 CFM, and 1000 CFM. Alterations of these basic housings may be ordered to meet specific design requirements and CFM capacities. A five year requirements contract will be awarded with a ceiling amount of $10 million dollars. This is a requirements type contract and due to the uncertainty of the work there is no minimum order amount. Ordering history is provided for information purposes only and is not considered an accurate indicator of future requirements or order size. Total value of orders; FY 2002 $707,056 and FY 2003 $1,030,809. Media n order amount $97,220. Average order amount $115,858. Anticipated minimum order size will be $20,000.00 and maximum order size will be $1,000,000. Delivery requirements will vary with size of the order but will normally range from 60 days to 120 days after receipt of order. Standard commercial warranty required for all deliverable items. All deliveries FOB Destination. The contract will be executed through the issue of fixed priced orders. Commercial provisions under FAR Part 12, will be used. Estimated award date is 45 days after the publication date of this notice. All responsible sources may submit a proposal. Those who wish to submit a capability statement for consideration are requested to do so within 7 days after the synopsis publication date to allow for adequate consideration. The Government will consider statements from all responsible sources which evi dence capability to provide ALL the required items within the normally required delivery schedule. Submit the statement by November 26, 2003 at 2:00 p.m. EST via email to XDS13@nswc.navy.mil. This is an on-going requirement that will directly impact the life and safety of DOD military and civilian personnel and the continued operational availability of ships and shore assets critical to the national defense. Capability statements will be assessed based on the existence of facilities, equipment, and special tooling, established manufacturing processes and quality controls, skilled workforce, successful recent experience in providing these types of products to the DOD for use in a Chemical, Biological, Radiological hazard environment, and demonstrated past performance in meeting quantity and delivery requirements.
