Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is no solicitation available at this time. This synopsis is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. This effort is to seek qualified sources capable of providing Civil Engineering Operations and Maintenance, Supply, Transportation, Fuels, Weather, Airfield Management, and Transient Aircraft Services for Homestead ARB, FL. Some functions shall require training of Air Force Reserve personnel. HQ AFRC/LGCP Robins AFB GA, is seeking potential sources to participate in an OMB Circular No. A-76, “Performance of Commercial Activities” study in order to determine the most efficient and cost-effective organization for the aforementioned services. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. Any resultant contract will contain the clause, FAR 52.207-3, Right of First Refusal of Employment. Civil Engineering services consist of, but are not limited to, maintenance of: buildings, roads and grounds, liquid fuels systems, airfield, ramp and taxiways, fire protection systems and operate and maintain BAK-14 aircraft arresting systems. There are currently approximately 325 facilities being maintained, including offices, aircraft hangars, runway and airfield systems, industrial facilities, fire training facilities, and lodging. Supply services include, but are not limited to, item accounting, files maintenance, warehousing, reporting, manage small arms weapons and classified asset vaults, operate hazardous material distribution, hazardous waste accumulation site, maintain mobility bags, mobility readiness spares package, train supply customers and United States Air Force Reservists. Scope of supply services consist of approximately 12,000 line items, 2 warehouse facilities, maintenance of approximately 4232 mobility bags, 142 mobility readiness spares package line items, 1345 small arms, and servicing 85 equipment accounts. Transportation services include vehicle operations, vehicle maintenance, commercial passenger travel, and cargo shipping. The base vehicle fleet consists of approximately 195 vehicles that includes 100 general purpose and 95 special purpose vehicles. Passenger travel is approximately 1280 passenger services annually. Cargo is approximately 2,383 cargo shipments (448 tons) annually. Fuels services include, but are not limited to receiving, storing, and issuing fuels. Fuels services also include maintaining war and peacetime stock levels, providing emergency support, accounting for all fuel inventories, and training of reserve personnel. Approximate annual average fuel usage is as follows: 7,961,245 million gallons of JP-8; 104,385 gallons of ground fuels, 35,079 gallons of cryogenics, and 1,580 gallons of spec-aid 8Q462. Weather services include, but are not limited to, Meteorological Terminal Aerodrome Forecasts (TAF), performing, recording, and disseminating surface weather observations, providing air crew briefings, pilot to metro radio weather updates, operation of NEXRAD, providing warnings, providing toxic corridor forecast (toxic spills), operation of Advanced Meteorological Information System/New Tactical Forecast System (AMIS 3.1/N-TFS), and coordinating advisories and meteorology discussions with the 28th OWS located at Shaw AFB.. Weather services require coverage 24 hours each day of the year. Airfield Management services include, but are not limited to, flight planning, filing of flight plans, airfield inspections/checks, access, security, issue Prior Permission Required (PPR) Authorization, process NOTAMS, manage the Flight Publications Programs, control and provide training for flight line driving, airfield safety, respond to in-flight/ground emergencies, execute the BASH Program, flight following/notification of overdue aircraft, provide data for airfield/airspace diagrams, provide input/guidance on all airfield construction projects and coordinate the arrival and departures of distinguished visitors. Transient Aircraft services include, but are not limited to, marshalling, parking, refueling/de-fueling, minor maintenance, turn around inspection services, recovering of drag chutes, and verifying aircraft weapons safety status. Approximately 51 aircraft are serviced per month. There are a total of 113 Government authorizations in the study. NOTE: This figure is provided for information purposes only and is not to be construed as the Government’s manpower requirement. For the purpose of determining your business size, the NAICS code of 56121, Facilities Support Services, with a size standard of $23M average annual receipts over the past 3 years, will be utilized for this acquisition.
