- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Request for Proposal number USSS040011 is hereby issued for this requirement through Federal Acquisition Circular 01-16. This action is a 100% small business set-aside. The NAICS code is 621511 and the small business size standard is $11.5M. The term of this procurement is a base period (date of award of contract through 9/30/2004), with four (4), one-year option periods. The contractor shall provide appropriate personnel and supplies to collect urine specimens from USSS employees and applicants for USSS positions in accordance with the USSS Statement of Work (SOW) (see further instructions below for obtaining the SOW). There are approximately 3600 personnel in the DC Metro area. The testing rate for random drug testing is 33%. The estimated number of specimen collections per year is 1,200. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items (special attention should be paid to paragraph (b) stating minimum requirements for proposals); 52.212-2, Evaluation-Commercial Items; 52.212-2, (insert in paragraph (a) ?The government intends to award an Indefinite Delivery Indefinite Quantity type contract to the responsible offeror based on technical acceptability, past performance, and price. Technical and past performance, when combined, are relatively more important than price. The offeror?s proposal must address the following for evaluation of technical acceptability: (1) demonstrated understanding of the requirements contained herein; (2) knowledge of Federal testing guidelines; (3) collector training program, initial and recurring; (4) completeness and accurateness of the offeror?s collection procedures handbook; and (5) offeror?s system to control the quality and quantity of the required services to correct inferior performance to meet the requirements contained herein. Past performance references will be evaluated based on: (1) demonstrated successful experience in specimen collection as well as the requirements outlined herein; and (2) demonstrated successful Federal government contract experience. The offeror must provide at least three (3) references for contract/purchase orders of similar products/services within the last two (2) years. Each reference must include customer?s name and address, contact person, project name, date of performance, telephone number and contract value. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be valued as acceptable, unacceptable, or neutral.?; 52.212-3, Offeror Representations and Certifications; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items. Additional applicable clauses: FAR 52.216-19, Order Limitation, 52.216-22, Indefinite Quantity; 52.217-08, Option to Extend Services; and 52.217-09, Option to Extend the Term of the Contract. These FAR Provisions and Clauses may be accessed via the Internet at: www.arnet.gov/far/. Telephone requests for copies of FAR Provisions and Clauses will not be accepted. Proposals must contain the following: 1) Technical Proposal to include a copy of the offeror?s ?Collection Procedures Handbook?; 2) Past Performance; 3) Pricing for base year and options years; and 4) Completed and signed copy of FAR 52.212-3, Offeror Representations and Certifications. All responsible offerors may submit proposals by fax to Ava McIntire at fax number 202-406-6801, by email to amcintire@usss.treas.gov, or by Federal Express or courier to U.S. Secret Service, Attn: Ava McIntire - Procurement Division, Suite 6700, 950 H Street, NW., Washington, DC 20223. Proposals delivered by the U.S. Postal Service (USPS) utilizing any USPS method MUST be addressed to: Communications Center ? PRO, Attn: Ava McIntire, PO Box 6500, Springfield, VA 22150. The USSS is not receiving any deliveries from the USPS at the 950 H St. address. Requests for the SOW must be received by e-mail, addressed to amcintire@usss.treas.gov, and received no later than December 1, 2003. It is advisable that upon submission of your e-mail request a courtesy phone call be placed to Ava McIntire at (202) 406-6787 in order to ascertain that the e-mail was received. Requests for the SOW after COB December 1, 2003 will not be honored. Any questions in response to this solicitation must be received at the USSS no later than COB December 2, 2003; questions received after that date will not be entertained. Proposals must be received no later than December 8, 2003, at 2:00 pm local time. The government will not consider proposals received after this date and time.
