Description
INDEPENDENT ANALYSIS SUPPORT FOR THE MUNITIOSN TEST DIVISION. The Air Force Air Armament Center, 46th Test Wing, 46th Operations Group, Munitions Test Division (46 OG/OGM) a specialized test & evaluation organization, is anticipating to issue a full and open competitive Request for Proposal (RFP) in May 2004 for an Independent Analysis Support (IAS) task-ordering contract. Projected contract award date is scheduled for November 2004. This contract is contemplated to be the same type as the contract currently in effect for this support, which is a Firm Fixed Price (FFP) for labor/services and Cost-Reimbursable (CR) for travel and material. Current strategy is to award a 2-year Basic Contract with three 1-year Options. Funding is estimated at $6.5M per year. This effort will support the broad range of test, evaluation, and analysis support of weapon systems, their components, and their platforms. Generally, support will consist of managing test programs, defining test methodology, scheduling resources, collecting and handling data, and providing reports. Tasks issued under this contract will include: (1) Analyzing weapon system effectiveness through testing, analyzing test data, and using modeling & simulation tools to assess and validate system, sub-system, and component effectiveness; (2) Performing quality control, calibration, configuration management, and analysis of signature data of targets and develop methodology and specification for the design and analysis of surrogate or simulated targets; (3) Developing and providing a system or means to provide ground truth data to support signature collection of targets and flight tests of weapon systems; (4) Building and maintaining various databases for target signatures and weapon system performance; (5) Developing effectiveness estimates and probabilities for achieving the desired effects, including disruption, damage, and destruction, for specific targets and selected weapon systems; and (6) Providing test and evaluation, modeling, and simulation support in the broad areas of weapon technologies and performance in both static and dynamic environments, lethality modeling and analysis of U.S. and foreign systems. Modeling and analysis examples include, but are not limited to, Theater Missile Defense Targets, Critical Mobile Targets, Suppression of Enemy Air Defense targets, enemy weapons delivery systems targets, multi-spectral signature collection, and warhead/vulnerability performance data basing and analysis, and analyses of alternatives. Security clearances of TOP SECRET including Special Access Required (SAR) and Special Compartmentalized Information (SCI) clearances are anticipated requirements during the course of this contract. Offerors will be required to establish the ability to meet these requirements as part of their proposals. SECRET NOFORN security restriction applies and must be satisfied at time of award. Close communication and coordination with the using organizations is required on a daily basis. Travel throughout the country is anticipated several times per year. Occasional travel to foreign countries is also anticipated. This is not a Request for Proposal (RFP). Additionally, it is not the Government's intention to enter into a contract based on this notice or otherwise pay for information solicited. It is contemplated that the DRAFT RFP will be released on the Governmentwide Point of Entry (GPE) in February 2004 and the Final RFP will be in May 2004. Responses to the Program Risk Summary (Attachment 1) are due within 45 days after date this synopsis is posted. Foreign participation is excluded. Firms responding to the Program Risk Summary should state whether they are a small business concern as defined by SIC Code 541710 (500 people). The Government reserves the right to consider a small business set-aside based upon responses hereto. The primary purpose of this notice is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. See note 26.
