- NA N/A. SOURCES SOUGHT ?????? This is not a request for proposals. Department of the Army, Defense Contracting Command ?????? Washington, The Pentagon on behalf of the Office of the Assistant Secretary of the Army, Manpower and Reserve Affairs (OASA (M&RA) is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to determine the extent of Small Business participation and capability to perform a requirement to obtain a wide range of Advertising Services entitled ???? ??United States Army Recruiting and Advertising Program?????? in accordance with Federal law and Army regulations and policies. The NAICS code for this procurement is 541810; the size standard is $6.0 million dollars. Small Business contractors are encouraged to comment on the statement of work (SOW), which can be found at http://dccw.hqda.pentagon.mil/services/sole.htm. The program is identified as follows: Army leadership is responsible for the readiness of the Army including its personnel readiness ?????? 10 USC 3013(b)(1). A matter of the highest public interest involves the Army??????s ability to recruit and retain t he force necessary to meet national defense strategy requirements. The market dynamics recruiters continue to face are as challenging as any faced in the history of the All-Volunteer Force. Central to the Army strategy for recruiting success is the ability to maintain a strong national presence through an effective marketing communications program. The Army is attempting to identify its best full service advertising/marketing partner for the future to provide the Army with the capability and services custo marily provided by a full-service (through the agency??????s own office and/or in conjunction with partner agency resources) and/or consortium marketing communications agency in order to support personnel recruitment and retention programs throughout the A rmy. The advertising agency shall plan and execute advertising, promotional, and publicity programs to support all personnel acquisition and retention programs of the Headquarters, United States Army Accessions Command (HQ, USAAC) and the Office of the Ch ief, Army Reserve (OCAR). USAAC activities will include the Headquarters, United States Recruiting Command (HQ, USAREC) and the Headquarters, United States Army Cadet Command (HQ, USACC). [Full Service ?????? Advertising Agency that has the capability to o ffer complete advertising planning and tactical services to include; Creative (both development and production), Media (both planning and buying), Strategic Planning/Research, Account Services, Direct Marketing, Public Relations, Promotions Marketing and I nteractive Marketing.] The intent is to issue one (1) solicitation with the award to one (1) full service marketing communications agency. The requirement is for five (5) years: one (1) year base with four, one-year options. Capability statements should include a brief descript ion of your experience and that of your potential subcontractors (if available) as related to this type of work and your capability to obtain the necessary resources. The planned Request for Proposal (RFP) entitled ??????United States Army Recruiting and Advertising Program?????? is schedule for release o/a January 2004. The estimated of this program is $800 million dollars over five (5) years. The scope of work will not be broken out into smaller segments; the potential offers must be able to perform th e entire segment. Small Business teaming arrangements are encouraged.
