Description
NA The Army Research Laboratory, Aberdeen Proving Ground, MD plans to purchase an online service that provides access to technical databases. Provide firm fixed price quotes for database access services under 3 possible scenarios. PRICING SCENARIO 001: Data base access to Science Citation Index & Social Science Citation Index 1945 to current year. PRICING SCENARIO 002: Database access to Current Contents Connect which includes - Life Sciences with Author Abstracts, Clinical Medicine with Author Abstracts, Agriculture, Biology & Environmental Sciences with Author Abstracts, Engineering, Computing & Technology with Author Abstracts, Physical, Chemical & Earth Sciences with Author Abstracts, Social & Behavioral Sciences with Author Abstracts. ISI Proceed ings (PROC) 1990 to current year to include Science and Technology Edition and Social Sciences and Humanities Edition. Essential Science Indicators (ESI), Derwent Innovations Index (DII), and BIOSIS previews 1990 to current year. PRICING SCENARIO 003: D atabase access to ALL items covered under scenarios 001 and 002. Submit a proposal for the base year and four (4) option years. As part of its mission, the ARL Technical Library is responsible for providing all ARL researchers with easily accessible, con sistently available information tools necessary to conduct research in a wide variety of scientific and technical subject areas and formats including journal articles, books, proceedings, patents, web content and pre-prints. The ARL Technical Library requ ires an integrated, web-based platform designed to support all levels of scientific, technical and scholarly research by providing single search access to the databases listed below at the end-users desktop. The ARL Technical Library requires on-line web b ased electronic access to both the Science Citation Index and Social Science Citation Index to all ARL Technical Library authorized users regardless of location, for the period 1/1/04 - 12/31/04, with four (4) option years to renew. Service will be availa ble to approximately 1,600 total users and at least 5 simultaneous users. Contractor shall provide online access to technical databases with weekly data updates, allowing the end-user to search the database and navigate through results from his/her desktop . The following search capabilities will be provided, with ability to limit by year(s) published and/or language: Searching for articles by topic, author, source title, or author address; ability to find articles that have cited a specific work by an auth or; ability to create searches using field tags and set combinations; enable users to combine search sets created from previous searches; capability to save search queries. The following data will be stored for each item in the indexes, and will comprise an article record: title, author(s), journal, issue, page(s), abstract, keywords, author addresses, and publisher. From each article record the end-user will be able to instantly link to: Cited References- a list of records cited by the document. Citing A rticles- a list of records that cite the article. Related Records- a list of records that share common references with the article. Author Contact information- authors email is provided. The contractor will make available seamless linking from the article record to the full text of the article published in electronic journals subscribed to by the ARL Technical Library. The database will permit individual item records be marked for retention, with the capability to be formatted for printing, downloaded to reference management software, saved to a file, or emailed in either plain text or HTML. Vendor will provide usage statistics in a standard electronic format to the ARL Technical Library. Any updates marketed and sold to new customers as part of the basi c product will be provided at no additional cost to ARL. ARL will not be penalized by vendor for reducing the level of required service due to financial constr aints. The contract will be firm-fixed price. The anticipated award date is December 2003. This action is a full and open competition and is unrestricted as to business size. The NAICS code for this action is 518210; the SIC code is 7374. This is a combined sy nopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a writ ten solicitation will not be issued. This action is issued as a request for proposal (RFP). The solicitation number is W911QX-04-R-0001. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circ ular (FAC) 2001-16. This purchase will be made under the test procedures for the procurement of commercial items under the authority of FAR 13.5. Evaluation Criteria: Timely proposals will be evaluated in accordance with FAR 52.212-2, Evaluation Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitat ion will be most advantageous to the Government, price and other factors considered. Contracting Officer shall make a best value award decision based on the following evaluation factors: Technical approach of the services offered to meet the Governments requirements; Price; and Past Performance, in descending order of importance. Technical approach and past performance, when combined, are more important, when compared to price. The Governm ent will make an award that will result in a contract most advantageous to the Government, price and other factors considered. Prices must be furnished as firm fixed price and will include prices for a base year and four (4) option years. The Government r eserves the right to make an award without discussions. The technical evaluation will be a determination of the offerors ability to deliver a complete online access system that meets the stated specifications and shall be based on information furnished by the offeror. The Government is not responsible for locating or securing any information that is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material necessary for the Government to determine whether the service meets technical requirements. Past performance will be evaluated based on information provided by the offeror as to actual sales of similar services provided to industry or Government agencies (contracto r format for past performance data is desired). Past performance will consider the reviews/ratings of other users who presently use or used offerors products and ability of the offeror to meet customer service levels. Offerors must include records of at le ast three recent sales, within the last 5 years, and identify a point of contact for each by providing a name and telephone number. Failure to submit past performance information (or to address past performance) with your proposal may result in your propo sal being made non responsive. Technical capability is more important than price, and the Contracting Officer may make award to other than the lowest priced offeror. Offerors shall include a completed and signed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (APR 2001) with its offer.
