- Description
- The Government intends to negotiate an Indefinite Delivery/Requirements type of contract with Firm Fixed Price arrangement for the interpretation of radiographic examinations as required by the Radiology Department, Naval Medical Center (NAVMEDCEN), Portsmouth, VA, subordinate clinics and subordinate commands located in the Hampton Roads area. This requirement calls for pick-up and return of radiographic films from predetermined designated sites. Radiographic exams may be transferred to the contractor?s site electronically. The expected turn around time from pick-up to return of the radiographs or electronically transmitted exams and a report entered will be 48 hours or less. In order to carry out these functions, the contractor will provide a driver (must have a valid VA. driver?s license and a current copy of their driving record), an adequate amount of typists/transcribers to ensure that reports are completed within 48 hours, and an adequate amount of Board Certified Radiologists. The estimated yearly quantity is 14,000 Radiographic Interpretations (RI). FOB point is destination. The resulting contract will be for the base period of 01 Mar 2004 ? 28 Feb 2005, with four one-year options. This requirement is a 100% small business set-aside. The NAICS code is 621512. This requirement is a follow-on to N00189-99-D-0052 awarded to Leo P. O?Connell, MDPC, 11853 Fishing Point Drive, Newport News, VA 23606. The proposed requirement will utilize procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items. When the Request for Quote (RFQ) is issued, it may be downloaded by accessing http://www.neco.navy.mil or at http://www.fedbizopps.gov. This office no longer issues hardcopy solicitations. By submitting a quote, the offeror will be self certifying that neither the principal corporate officials or owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. NO SOLICITATION EXISTS AT THIS TIME. The RFQ will be issued on or about 2 Dec 03 with a response date of 23 Dec 03. After receipt of the initial quotes and establishment of the competitive range, the Contracting Officer intends to conduct a competitive, anonymous, on-line reverse auction as described in the RFQ. Submission of a quote, in response to the RFQ, will be considered as consent that the offeror will participate in the auction and that the offeror?s price can be revealed during the reverse auction. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerrors at anytime prior to award.
