Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a multiple award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The contract will cover the dry-dock and repair of an estimated maximum quantity of eight (8) 123? WPB. The 123? WPB is an upgraded version of the 110? WPB built by Bolinger Shipyard in Lockport, LA. In addition to routine dry-docking, there will be approximately 17 other repair items that may be ordered per delivery order (preservation of forward peak, bilge, chain lockers, sewage and grey water collection tanks, auxiliary machinery space; renew valves, pumps and motors, sea strainers). The performance period for each dry-dock is sixty (60) calendar days. This acquisition is geographically restricted from Brownsville, TX to Shallottee Inlet, NC. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. This procurement is being issued as a 100% small business set-aside in accordance with FAR 52.219-6. The NAIC code is 336611 and the small business size standard is 500 employees. The simplified acquisition will be issued as a best value Request for Quote (RFQ), on or about December 29, 2003 with quotes due on or about January 16, 2004. The anticipated award date is February 26, 2004; with the first dry-dock starting on or about April 9, 2004. It is estimated that eight (8) dry-dock and repair availabilities will be executed over a 12 to 18 month period. All interested sources may submit a quote, which shall be considered by the Coast Guard. The RFQ will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ, specification and all subsequent amendments. The specification will be uploaded via www.eps.gov with the RFQ. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. A non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested hard copies of drawings. Drawings will be available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
