This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2001-17. The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on a sole-source basis using simplified acquisition procedures with Stemcell Technologies of Vancouver, British Columbia, Canada for mononuclear subset cell separation products. These reagents have proved to be the most reliable of their kind for obtaining purified, negatively-selected peripheral blood mononuclear cell subsets from HIV-infected patient samples. These cell subsets are needed for a variety of immunological and virological analyses within the Institute. It is essential that we continue to use these same reagents in order to maintain data integrity. This is not a Small-Business Set Aside.
