MARKET SURVEY FAA Office of Government and Industry Affairs (AGI) Congressional Casework Application The FAA???s Office of the Government and Industry Affairs (AGI) is conducting a market survey to determine if qualified vendors exist to seek competition for a requirement for a casework management system. Interested vendors should provide information in the areas described below and how their specific product supports these requirements: ?? Degree to which COTS product supports the functional and technical requirements noted here (pages 2-5). ?? The type and costs of software licenses, maintenance, training, and support services to be provided over the product???s life cycle. ?? The ability of the COTS provider to provide product enhancements over the product???s life cycle. ?? The degree to which the application is able to provide security capabilities for data records, users, various levels of application access, and intrusion detection (or auditing), especially as installed on Federal Facilities or Federal Contracts. ?? The vendor???s experience with both Congressional Offices and Federal Agencies. (In order to assess this experience, then vendor must provide customer references from five (5) Congressional Offices and five (5) Federal Agencies. FAA Office of Government and Industry Affairs (AGI) Congressional Casework Application Functional Requirements The Federal Aviation Administration (FAA) has a requirement for a Commercial-off-the-Shelf (COTS) software package. The purposes of this package include: ?? Manage Congressional inquiries to the AGI as casework files, whether received via phone, fax or email. Such casework management will include: o Opening new cases over specified time range, by subject matter and/or analyst; o Identification of various subject categories to which the inquiry is included (keywords); o Ability to label cases by FAA Line of Business (LOB) and/or region, and subject matter; o Drop down forms with Congressional member names, committees, sub-committees, Congressional Staff offices, subject matter, FAA LOB, etc. o Ability to close casework records (while still allowing for searches of closed casework records) o Ability to reactivate closed and/or archived records ?? Correspondence tracking ?? Data importation from sources such as o Congressional Reports o FAA reports ?? Tickler (suspense system) on pending records based on due date assigned by user ?? Reporting functions to include: o Statistical queries of calls/casefiles o Trend analysis FAA Office of Government and Industry Affairs (AGI) Congressional Casework Application Technical Requirements General Requirements: ?? Must be able to work within a Windows 2000 networked environment (although the server itself does not have to run the Windows operating system.) ?? Must be web enabled. Web functionality must include casework access, data entry and reporting, as staff may need to access the application remotely through secure dialup or VPN without the client software. ?? The database (and its accompanying application) will reside on separate server hardware: o If the vendor can provide such hardware, a detailed cost breakdown must be provided. This costing must include both hardware and software (as well as maintenance contracts costs). o If they do not provide such a service, they must provide detailed minimum hardware/operating system requirements so this can be obtained by AGI. ?? The vendor will be responsible for both the initial installation of the database and front-end application. ?? The vendor will be responsible for product updates, as well as keeping up to date with any new security issues and/or patches relating to the their product and the database engine used. Database Requirements: ?? Must be relational SQL-based database (examples, MS-SQL2000, Oracle 9x) ?? User accounts within the database must be on a 1-for-1 equivalency (e.g., one application user = one database user) Application Requirements: ?? Must allow for full-text indexing the searching for keywords (including wildcard searching) ?? The vendor will provide the initial listing of Congressional/Agency data. This will include (but not be limited to): o Congressional Members, their current committee/sub-committee memberships, party affiliation, and contact information (including space for alternate phone numbers) o Contact staff for offices o Federal Government Agencies Although AGI will provide the information for FAA Line of Business (LOB) contacts, then vendor will be required to incorporate this data into the delivered product. The application must provide a data entry component that allows AGI Staff to add entries for additional congressional staffers and housekeep them within their particular congressional office The vendor will provide updates to this listing on a regular basis. New data must be linked to old office data to maintain open casework consistency over electoral periods (e.g., when a new Congressional Member is elected, the previous office holder???s open cases must be tracked within their name.) ?? The application must provide for data exporting (comma delimited, plain text, or tables) into Microsoft Excel/Word. The primary purpose for this export is to forward specific casework data to other FAA LOBs when necessary. ?? Application must be able to interface with email, specifically Lotus Notes v5.x and above. (NOTE: The FAA NexGen mail design team has provided a detailed listing of requirements for this interface. This information is attached to the SOW.) Training: ?? The vendor will provide training for the application for all current AGI Staff (12-14 users) who will be using the application. The cost estimate will include (if separately billed) the cost of training new AGI personnel. ?? The vendor will provide a training schedule based upon the following requirements: o Two(2) initial training sessions on the delivered product. (This allows for office coverage during training sessions.) o One(1) a follow up refresher course, approximately 2-weeks after the initial training sessions above. (This also serves as a Q&A session for the users after they have begun to use the product.) ?? Training will include administrative training for central user whose task it will be to manage user accounts. ?? Training will include ability to customize reports. (NOTE: If user customization of reports is not available in the application itself, the vendor must provide an hourly rate to create such reports.) Ongoing Support and Maintenance: ?? The vendor will provide detailed information on both pre-installation and post-installation levels of support provided, including a Service Level Agreement regarding how support calls are addressed (off-site/on-site), and any additional costing rates for such support. ?? Estimates for support will include hourly cost rates for future customizations, if desired by AGI Staff. ?? The vendor will provide support as well as keeping up to date with any new security issues and/or patches relating to the their product and the database engine used. Project Management: ?? The vendor will provide a project overview and timeline for the development of a baseline customization of the application for AGI usage. The project must include the following milestones: 1. Initial meeting with AGI Staff to review current workflow design and how it will relate to front-end application usage. (The vendor will provide guidance on best practices.) 2. Interim presentation of customized database to AGI Staff to review changes made. (If no changes are made during this meeting the design is automatically baselined.) 3. Minimum time estimate for completing final version of database. 4. Implementation of application (including installation and training sessions) Post-award Requirements: ?? Within one (1) week of award issuance, the vendor will meet with the AGI Staff to review current workflow design and how it will relate to front-end application usage. (Milestone #1 noted in ???project Management??? section above.) This documentation should be sent via U.S. Mail or overnight mail delivery to the following address: Federal Aviation Administration Dorna Taylor, ASU-360, Room 406 800 Independence Ave., SW Washington, DC 20591 All responses must arrive by noon, local time, December 4, 2003, and should be marked ???AGI Market Survey??? on the outer package. Information shall NOT be submitted via telefax. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. Individual company responses will not be disclosed to other vendors. This announcement is for planning purposes only, and shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire any service or supply. No funds have been identified to meet this requirement. Responders to this announcement may be asked to provide additional details/information based on their initial submittal. All responses to this market survey will be considered prior to further acquisition action by the Government, and will be used to gain an understanding of marketplace availability of products and capabilities that meet operational needs. Any information received as a result of this announcement will be used to determine if and how this requirement will be met. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the discretion of the Government.
