Description
NA The Volpe Center plans to procure sole source through simplified Acquisition procedures from RLS and Associates, Inc., Dayton, Ohio, the services required to develop and disseminate four quarterly issues of the Federal Transit Administration (FTA) Drug and Alcohol Regulation Update. The purpose of the updates are to keep all stakeholders?government, transit agencies, contractors including medical review officers, substance abuse professionals, consortia and third party administrators?informed of amendments, interpretations and clarifications to FTA and Department of Transportation drug and alcohol testing and program requirements that continue to take place in an ongoing basis. This effort will require the contractor to identify pertinent issues and best practices, prepare draft versions of the quarterly reports, and produce the final printed product for delivery to the Volpe Center. Small business firms classified under NAICS Code 541990, Business Size Standard $6M, that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this publication that they possess a detailed and comprehensive knowledge of drug and alcohol regulations and compliance issues, specifically as they apply to the transit industry. They must possess an intimate and working knowledge of the interplay between the various stakeholders involved in FTA substance abuse compliance issues such that timely and pertinent issues are identified and analyzed within an immediate timeframe. The RFQ issuance will be on or about December 8, 2003. Small busi ness firms will be required to submit a maximum of three but not less than two pages of documentation in support of the above for evaluation prior to receiving a solicitation.
