Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Period of performance is 01 Dec 2003 ? 30 Nov 2004 together with one (1) one-year option period for a total performance period not to exceed 24 months. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a Request for Quote. Submit written offers (oral offers will not be accepted), on RFQ F63SRG31670900. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-16 and Defense Acquisition Circular 91-13. North American Industrial Classification Standard 611620 applies to this procurement. There are three line items in this solicitation and quotes are being requested by a per game basis. 0001 OVER-30 LEAGUE, to provide basketball officials for the Over-30 League in accordance with the SOW. Unit price is per game with an estimated quantity of 60 games. 0002 INTRAMURAL LEAGUE, to provide basketball officials for the Intramural League in accordance with the SOW. Unit price is per game with an estimated quantity of 132 games. 0003 VARSITY LEAGUE, to provide basketball officials for the Varsity League in accordance with the SOW. Unit price is per game with an estimated quantity of 24 games. This is a firm fixed price requirements-type contract. Statement of Work: Scope of Work, The contractor provides all personnel, transportation, equipment, uniforms, tools, materials, supervision and other items necessary to perform over-30 league, intramural, and varsity sports officiating services as defined in this SOW. Officials will be certified in accordance with the National Collegiate Athletic Rules (NCAA). The National Collegiate Athletic Association Rules will be used as well as any fitness center by-laws for all games. Over-30 League, Contractor shall provide two (2) referees, minimum of one (1), one (1) scorekeeper, and one (1) timer for each regular season and post-season game. Intramural League, Contractor shall provide two (2) referees, one (1) scorekeeper, and one (1) timer for each regular season contest and post-season game. Varsity League, Contractor shall provide three (3) referees, one (1) scorekeeper, and one (1) timer for each regular season contest and post-season game. The three man mechanic system shall be used for all varsity games. Coaches/Officials/Fitness Staff Clinics, Contractor will be required to furnish a qualified individual to give league coaches and officials a rules clinic prior to start of each sport season. The government will establish dates, provide a facility, and notify all coaches regarding attendance at the clinics. The contractor shall be notified in writing not later than 7 days prior to the start date of the clinic. The clinic will be a minimum of one hour of classroom time and one hour of court instruction. The fitness center will provide the contractor with room/area and equipment necessary to conduct sports clinics when available in the fitness center. Special Events, Contractor may be asked to provide officials for special events at the request of the fitness center, but acceptance is not mandatory. Contractor will be paid intramural rates for these special events. Contractor will receive at least a 30-day notice prior to any special event. Contractor?s Responsibilities, Referees must show proof of certification/registration for the sport being conducted, if requested by a fitness center representative. The contractor is not allowed to participate as a player, coach, team manager, etc, in the sport they are officiating. The contractor ensures assigned officials, scorekeeper, and timekeeper arrive at the site of the contest at least 15 minutes prior to the start of intramural/over-30 league games and 30 minutes prior to start of varsity games. The contractor provides whistles, stopwatches, uniforms, shoes, and the appropriate sport association rulebooks for events. Officials must wear proper uniforms in accordance with NCAA regulations. The contractor will ensure all un-sportsmanlike incidents are reported verbally to the Fitness Center Director, or their representative, by 1200hrs and a written memorandum for record describing the events by 1600hrs the first duty day following the incident. The contractor will ensure that the referees provided inspect the playing area to ensure it is properly prepared and all potential safety hazards are removed prior to any use of the playing area. They will also be required to turn on/off lights. The contractor will ensure that the referees inspect all members of the playing teams, and ensure they wear equipment in accordance with NCAA regulations. Other Than Central Contractor Registration, FAR 52.217-8 Option to Extend Services, FAR 52.217-9 Option to Extend the Term of the Contract, FAR 52.232-19 Availability of Funds for the Next Fiscal Year, FAR 52.252-2 Clauses Incorporated by Reference, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Order ? Commercial Items. All quoters shall include a completed copy of 52.212-3, Offeror Representations and Certification ? Commercial Items.
