Description
NA The Government has a requirement to procure the following: The Laser Target Locator System (LTLS) is a commerical off-the shelf/non-developmental item that addresses the need of combat forward observers for a lightweight day and night capability to determi ne range, direction, and vertical angle to targets and digitally transmit this data. The Statement of Objective describes the basic, top level objectives of the LTLS acquisition and will be provided in lieu of a government-written statement of work. This a pproach provides potential offerors the flexibility to develop cost effective solutions and the opportunity to propose innovative alternatives meeting the stated objectives. The government is soliciting proposals from prospective offerors describing their system capabilities, proposed statement of work, performance based system specification, schedule and price. The submitted proposals will include two hardware samples for evaluation. This will be solicited as a full and open competitive acquisition for mul tiple awards. The contract(s) shall be firm fixed price, Indefinite Delivery/Indefinite Quantity Requirements contracts for the production of up to 5,000 LTLS systems for a contract term of sixty months. Award(s) will be made to the best value proposal(s) which are determined to be the most beneficial to the Government based on the criteria discussed in the solicitation. The official release of the Request for Proposal (RFP) will be posted on the internet at the Army Single Face to Industry (ASFI) Acquisiti on Business Web Site located at the following address: https: acquisition.army.mil. The on-line version of the RFP includes all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same l ocation as the solicitation. The complete solicitation package, including amendments should be received and reviewed prior to submitting a response. The proposal will be submitted in hard copy form. No electronic submission of those proposals will be accep ted. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is anticipated that this solicitation will be issued approximately 15 December 2003.
