Description

The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Ms. Jean Shepherd for specialized management and oversight of three Small Reclamation Projects Act (SRPA). Ms. Shepherd is a former civil servant with over 23 years experience with the Bureau of Reclamation, 17 years of which Ms. Shepherd served as the Regional Loan Program Manager for the Lower Colorado Region, (LCR). During her tenure with Reclamation, Ms. Shepherd gained detailed knowledge of LCR water resource management issues, as well as intricate and expert knowledge of projects in the LCR. She possesses specific knowledge of commitments and conditions negotiated between Reclamation and project applicants for grandfathered SRPA loans to be executed. In addition, it is anticipated that complex and/or unusual situations may arise during substantial completion of loan projects which require detailed knowledge of SRPA legislation, policies, and guidelines. There is, from time to time, also a need to respond to Congressional and/or Departmental inquiries regarding the reformulation and implementation of a revised SRPA Loan Program. Intricate knowledge of the SRPA program is required to function as a program manager for these significant Reclamation projects. This procurement will be awarded using Simplified Acquisition procedures. The anticipated award date is December 1, 2003.
