- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number BPD-04-CI-0007 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-17. The NAICS code for this solicitation is 441110 and the size standard is $24.5M. The Bureau of the Public Debt on behalf of the African Development Foundation (ADF), a U.S. Government Corporation fostering grassroots participatory development in Africa, has an immediate need to purchase 3 new Toyota Landcruisers or equal. Requirement Three Toyota Landcruisers model number GX-HZJ105 GNMNS 20 or Toyota Landcruiser Standards model number HZJ105 GCMRS, or equal. Vehicle requires a roof rack, tow hook, side steps/running board, AM/FM/Single CD player, double air conditioning, seatbelts for all seating to include rear bench seats, left-hand drive, 4 wheel drive, 6 cylinder in line diesel, cloth seats if available, driver and passenger airbags, power steering, power windows, power door locks, 2 spare wheels, double gas tank, tropical vehicle package, heavy duty suspension, protection plate underneath the motor, minimum 5 passenger seating. If the vehicle is other than a Toyota Landcruiser, the Offeror must describe the demonstrated ability of the vehicle to handle the rough terrain and tropical climates as is found in Africa. The Offeror must also provide proof of the availability of service for these vehicles in the areas of their final destination. The final delivery of these vehicles must be completed no later than 60 days from date of award although earlier delivery will favorably affect the Offerors evaluation. 1.A. One vehicle delivered to Tema Port in Ghana, price must include insurance and delivery charges. 1.B. One-year spare parts kit for 1.A. The Government reserves the right to accept or reject the spare parts kit based on the Government?s need at award. 2.A One vehicle delivered to Lagos, Nigeria, price must include insurance and delivery charges. 2.B. One-year spare parts kit for 2.A. The Government reserves the right to accept or reject the spare parts kit based on the Government?s need at award. 3.A One vehicle delivered via Contonou, Benin with final destination to Niamey, Niger, price must include insurance and delivery charges. 3.B. One-year spare parts kit for 3.A. The Government reserves the right to accept or reject the spare parts kit based on the Government?s need at award. The award of a contract will be made to the Offeror or Offerors whose proposal contains the price and technical features, including delivery date (schedule), offering the best overall value to the Government. Price and technical, including schedule, are approximately equal. Please include any warranties that apply. Offerors shall submit their proposals in English by e-mail to Procurement@bpd.treas.gov. Proposals must be in US dollars. Proposals are due by December 4, 2003 by 2:00 p.m.(EST). The proposal must include all shipping and preparation costs. The proposal must also include the date the vehicle will be ready for delivery. Only proposals for vehicles meeting or equal to the Landcruiser specifications, and any optional items listed herein, will be considered by the Government. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. The following clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items: 52-203.6 Restrictions on Subcontractor Sales to the Government: 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.225-13 Restriction on Certain Foreign Purchases; 52.225-15, Sanctioned European Union Country End Products; and 52-232-34, Payment by Electronic Funds Transfer-Other Than Central Contractor Registration.
