Description
The National Archives and Records Administration (NARA) is seeking information and capabilities statements from responsible small and large business firms for the disposal of waste paper that is currently stored at the National Record Centers of NARA throughout the United States. The material requires two types of disposal?government-witnessed and contractor-witnessed. Government-witnessed material must be destroyed in the presence of a government agent and by one of two methods: direct pulping or shredding to 5/16 strips. Contractor-witnessed material must simply be destroyed and a certification of destruction must then be processed. In general, all paper to be disposed of is contaminated, i.e., contains paper clips, plastic, glue, etc. The Contractor would be responsible for the following: 1. supplying trailers at each facility so NARA employees can load the material 2. transportation of material from the centers to the destruction facility 3. coordinating pick-up schedules with each center depending on required disposal dates 4. ensuring means of constant communication between NARA officials and drivers of trucks containing government-witnessed material 5. destruction of material according to NARA standards The anticipated requirement is for one-year base period with four one-year option periods. The Contractor would need to be able to accommodate a phase-in plan as each center currently has an agreement or a contract in place. As these contracts end, NARA would expect the vendor to incorporate the center into its Nationwide activities. Contractor interest and information, even on a regional level, will be considered. If NARA decides to issue a firm requirement for Nationwide support, award could be made to multiple vendors. NARA is also seeking information about potential contractors' current and past projects similar or complementary to this one, and any information such as existing contractual relationships with other Government agencies that might be of interest to NARA. NARA is also interested in obtaining non-binding, rough order of magnitude estimates of the cost of performing the work. As it is anticipated that much of this work will involve the recycling of paper products, NARA projects earning modest revenue from this requirement. To assist in determining qualified sources for future acquisitions, all business firms responding to this synopsis may provide: (1) the name of the firm, point of contact with phone number and number of employees of the firm, (2) detailed information supporting their capabilities and qualifications to provide the required services, (3) specific relevant contracts being performed or recently completed, detailed description of the work, explanation of how work relates to NARA?s requirement, number of employees working on contract, annual and total dollar value of contracts, contract numbers, points of contact and phone number, and (4) any other pertinent information that would enable the Government to assess the firm?s capabilities. Small business firms responding to this synopsis must state that they are a small business based on the 100 employee size standard pertaining to NAICS 423930 Recyclable Material Merchant Wholesalers and state if they are small disadvantaged, woman-owned business, 8(a), or other small business preference concerns. This synopsis is for information gathering and planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract.
