Description
The Missile Defense Agency (MDA) is seeking potential sources for services in support of on and off-site SETA staff augmentation and engineering/business management support in the areas of producibility and manufacturing strategy development for the MDA/MP directorate. MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. The North American Industrial Classification System (NAICS) code for this requirement is 541330 Engineering Services, with a size standard of $23,000,000.00. This requirement is unrestricted, however, MDA may limit the sources solicited to only small businesses if a sufficient number of qualified small business sources respond. All small business respondents shall confirm that their size status is small on both their applicable GSA FSS contract and under the NAICS code size standard. Interested GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations package within the next four (4) weeks with offers due two (2) weeks later. The SETA support required includes: (1) Synthesizing top level systems engineering efforts in selected technology areas applicable to BMDS Elements and develop Multi-Block investment strategies for near term reliability, producibility and performance enhancements of MDA/MP programs, (2) Supporting MDA/MP in Small Business Innovation Research (SBIR) and Small Business Technology Transfer (SBTTR) Programs that fit with MDA issues and current MDA/MP SBIR topics, (3) Supporting MDA/MP in management, organization and business improvements to compliment MDA/MP engineering analysis efforts, (4) Synthesizing top level systems engineering efforts in the areas of Radiation Hardening; Propulsion; Radar/RF; Electro-Optics/Infrared; Power Systems; Lasers; Signal Processing and Adaptive Computing; and Manufacturing Processes and Advanced Materials with industry capabilities to perform industry capability based trade-offs that lead to near term reliability, producibility and performance enhancements of MDA/MP programs, (5) Developing Engineering Design and Manufacturing and Management Tools, and (6) Supporting MDA/MP Program Management. The resultant order will consist of a Firm-Fixed Price support services contract line item for steady-state support and a Time & Materials contract line item for in-scope short-term performance requirements above the level of effort authorized under the contract at its steady state. The term of the order including options is anticipated to be at least five (5) years. Positions will be both on-site (8.5 MYE) and off-site (6.5 MYE) at the following MDA locations: MDA Headquarters at the Federal Office Building 2 (FOB2) in Arlington, VA, and the Suffolk Bldg in Fairfax County. All personnel require a SECRET clearance. Interested business firms are invited to submit to the contracting office as early as possible, but not later than December 9, 2003, a three-page Capability Statement (Arial font, size 10, one inch margins), summarizing the corporate strengths in relation to the following criteria: 1) Describe the qualifications and capabilities of your staff to perform the type of work specified in this notice; 2) Describe your firm?s specific, related past/current DoD experience related to this requirement; 3) Describe your firm?s management approach in managing on-site staff, retention/replacement, authority, responsibilities, and quality control, as well as your ability to provide required clearances at the time of at time of award. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule(s). Be sure to segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including the respective telephone numbers and email addresses of those individuals. All information must be contained within the three-page capability statement limit. Responses may be provided electronically, in hard copy, or both. Submit electronic submissions to PCO Name c/o: mdaopps@caci.com. MDA will not acknowledge receipt of capability statements. If a receipt is desired, business firms should submit their statements electronically and select "read receipt request" from their electronic mail options. Acceptable sources must hold a GSA Schedule, qualify under the applicable NAICS if it represents itself as a small business, and be able to provide 75% of personnel with SECRET clearances on date of award and 100% within 30 of days of order start date.
