Description
The Department of Defense, TRICARE Management Activity (TMA) has a requirement for Managed Health Care Services that deliver TRICARE Prime benefits to eligible beneficiaries in the Commonwealth of Puerto Rico. This includes a network of credentialed providers and requires no out-of-pocket expenses or processing of claims by beneficiaries. The scope of health care services includes authorized medical, dental, inpatient care, laboratory work, medical testing, a referral process, and coordination of patient movement, preventative health services, and other health care services equivalent to those provided under the DoD?s TRICARE program. In addition urgent and emergency health care services are included for active duty military personnel temporarily assigned, deployed, deployed on liberty, or on authorized leave status in Puerto Rico. Access to TRICARE benefits must be on a cashless and claimless basis. Billing and reporting requirements will differ for Navy and Marine Corps (deployed and liberty personnel). Healthcare claim processing for the Navy and Marine Corps will reimbursed by the Line of the Navy. The network provider will provide cashless, claimless dental services for Active Duty (AD) and AD Family Members (ADFMs), except for ADFM dental care, as ADFM dental care is provided through the TRICARE Dental Program (TDP). The period of performance will include a base period plus four 1-year option periods. There will be a 60 day transition period prior to the start of work. This solicitation is unrestricted and will be a Fixed Price, IDIQ contract. It is anticipated that the solicitation will be issued on or about 15 December 2003, with the date for receipt of proposal on or about 15 January 2004. Copies of the solicitation will be available electronically on the TMA website at www.tricare.osd.mil/contracting/healthcare/solicitations. Paper copies will not be available.
