- Description
- The U. S. Department of Commerce, Aircraft Operations Center, intends to procure the services of Precision Jet to install a custom communications/audio control package which will replace and augment the existing equipment in a newly acquired DeHavilland Twin Otter DHC-6-300 aircraft, serial number 824, FAA registration N46RF. The installation will bring the aircraft in compliance with the Aircraft Operations Center standardized Twin Otter intercom/audio control configuration. The goal of this upgrade is to match the intercom and communication configuration of another of Aircraft Operations Center's Twin Otter aircraft, N57RF. The engineering design and wiring diagrams of the target configuration as installed in N57RF are already the proprietary possession of Precision Jet. Because of this proprietary information it is believed that Precision Jet is the only manufacturer capable of providing this work. Other companies may, however, submit a capabilities statement within fifteen days of this advertisement. The work required include installing the following items: Northern Airborne Technology (NAT) audio control system and selector panels incorporated into an Intercommunication System (ICS); Iridium 9505 Satellite phone system with Icarus SatTalk II controller; Wulfsberg Flexcomm II multi-band radio; and 406 MHz ELT. The contractor shall be responsible for all documentation (FAA 8110/337), log book entries, and shall furnish AOC with a pilot's operating manual of the system installed, and appropriate wiring diagrams of the installation. A review of the entire installation configuration will be approved by NOAA AOC prior to the installation process. The Contractor shall provide all parts, special tools and labor to install a new audio control and ICS to match the specifications and previous installation in N57RF. These include: Mounting the pilot-side audio panel; Installing eight aft crew intercom stations; Installing a four zone system; All in-plane and SAT communications will be made via a hands-free "hot-mic';aft crew will have ability to transmit and receive via the Wulfsberg radio; Must allow for pilot and co-pilot communications with each other and with eight crew-member aft intercom system and two way communications for VHF1, FHF2, HF radio, Wulfsberg Flexcomm II multi-band radio, Iridium Satellite telephone and a AUX transceiver: There must be individual squelch (VOX) and volume controls and a single master squelch (VOX) and volume control; The headset jack locations will have aircraft supplied power outlets for David Clark 10-13XP electronic noise canceling headsets and must supply and install ten David Clark 10-13X headsets. Contractor must provide special tools, labor, cable/wire, external antenna, and connectors necessary to install an Iridium Satellite phone; The system will be useable via the handset in the manner a normal phone is used as well as via headset and hot-mic when used over the ICS. The contractor shall provide special tools, labor, cable/wire and any other hardware necessary to install a Wulfsberg Flexcomm II radio system integrated with the intercom system. The receiver/transmitter, control head, antenna tuner, and antenna components shall be installed under this statement of work The Wulfsberg radio shall be accessible for transmission via PTT activation and reception on the CON1 zone of the ICS; remainder of installation shall also be accomplished per the Flexcomm II Installation manual. The Contractor shall provide special tools, labor, cable/wire and any other hardware necessary to install a 406 MHz Emergency Locator Transmitter provided by the Aircraft Operations Center. The Aircraft Operation Center will supply various components to the Contractor for installation. Installation will be performed at the Contractor's facility. The Contractor shall maintain insurance policy for Hull and Liability (Hangar Keepers) in the amount of $1,900,000. The Contractor shall provide AOC a written abstract of the installation details before commencing work. The NAICS code 336412 applies. Any business capable of providing the exact make and model of the equipment required to perform this work is encouraged to respond to this announcement within 15 days after publication of this notice.
