Description
Background Wackenhut Services Inc. (WSI) operates the Nonproliferation and National Security Institute under Prime Contract with the U.S. Department of Energy. WSI was tasked by the U.S. Departmnet of Justice Office for Domestic Preparedness to help manage the Pre-Positioned Program (PEP). The Office for Domestic Preparedness has been transferred to the Department of Homeland Security. 1.0 PEP Publications and Dissemination Strategy A plan for the series of official reports and publications that document PEP program highlights, widely disseminated to key officials of Federal, State and local government, as well as key community organizations accross the Nation. 1.1 Publications Plan: A comprehensive strategy document that maps planned publications by proposed: Descripion of each document Intended audiences /quantities Subjects and themes Approach and Style Design and Layout Memoranda for Department of Homeland Security officials and committees Draft mastheads and mock-ups required for approval 1.2 Dissemination Strategy: Identify groups, agencies and individuals who need too receive information about PEP and would actively participate in the program. Determine which groups and agencies are most critical to the PEP mission Create a PEP deployment database that will include state and local level primary points of contact listed by state. The data will include level officials, public safetly agency directors, such as the state police, health, environment, emergency services, etc. Continually update name and address information for the PEP database. Tailor mailing list for specific programmatic objectives Liason with approprate DHS agencies to ensure appropriate distribution 2.0 Individual Pulications and Reports A series of official DHS publications, including brochures for each PEP site, informational flyers on how to participate in the PEP effort, and an annual report on the PEP database. Specific publications include: 2.1 ODP PEP Program Summary: Two-Page glossy flyer on the PEP program for use at national conferences, training programs and mass mailings; 2.2 Official PEP Brochures: A brochure for each of the eleven sites that summarized PEP services, geographic boundaries, contract information and gives examples of noteworthy PEP activies; and 2.3 Regional PEP Workshop Reports: Proceesings of Regional Workshops/Focus Groups around the country. 3.0 Local PEP Outreach Events Major media events for each of the PEP regions conducted in urban centers across the Nation to demostrate services and equipment DHS will make available through the PEP effort. Specific tasks include: 3.1 Provide advance staff visit for event planning; 3.2 Provide on-onsite agency and media liason staff; 3.3 Prepare press releases; 3.4 Conduct liason with local officials and members of contress invited to participate; 3.5 Prepare invitation list and disseminate invitations for State and local police, fire, health, and EMS agencies and officials; 3.6 Prepare talking points and presentation materals for the PEP management staff; and 3.7 Plan for and provide on-site management of technology demonstations at events. 4.0 Regional PEP Liason/Outreach Officers Identify and recommend individuals to serve as a liason for DHS with the law enforcement and first responder community. PEP liason officers will serve as the hub of information for local agencies. 4.1 Regional Liason officers will be selected base upon their strong local relationships and current ties to key policy officials in their respective region; 4.2 Liason officers will provide reports to PEP management on events and issues in their region; 4.3 Regional staff will conduct briefings and make site visits with major agencies in the PEP region; 4.4 Regional outreach assessment reports will be submitted each quarter to PEP management; and 4.5 Noteworthy State and local efforts to prevent and detect terrorism will be documented. 5.0 PEP Conference Support and Presentation Materials Provide executive level staff to support DHS/PEP at major national conferences and prepare materials for presentations to PEP stakeholders across the Nation 5.1 Slides will be designed in PowerPoint for conference and meeting presentations; 5.2 Talking Points will be prepared for the PEP staff to use at the conferences 5.3 Photography will be selected for the PEP booth, printed and mounted for public display; 5.4 Up to four national conferences will be supported udring the period of performance.
