Description
This is a solicitation for Information Technology (IT) training services. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This solicitation is being issued as a Request For Quotation (RFQ) # BLS-04-03 in accordance with FAR Part 13. The Bureau of Labor Statistics (BLS) intends to issue a Blanket Purchase Agreement (BPA) not to exceed $75,000 to provide IT on site training as listed. The vendor will provide the BLS with the following training as required: BACKGROUND: In-house IT training in the BLS is managed by the Division of Technology Measurement and Strategic Initiatives (DTMSI). DTMSI is committed to delivering a top quality program, which is timely, responsive to customer needs, and is an integral part of the Bureau?s program to develop and maintain a highly skilled workforce. The BLS has three training rooms in the Postal Square Building, each of which is equipped with Dell Pentium desktop computers for up to eighteen (18) students. The computers are connected to the Local Area Network (LAN) and much of the software used is under a BLS site license and installed from the LAN server. Technical support for the training rooms is provided by the BLS LAN support staff, part of the Division of Technology and Network Management (DTNM). The BLS intends to issue a Blanket Purchase Agreement (BPA) for IT on site training as listed. Orders will be placed against this BPA via the U.S. Department of Labor Training Authorization and Evaluation Form DL 1-101. WORK TO BE PERFORMED: The vendor shall provide the BLS with the following training services as required: The vendor shall provide all training services associated with delivering high quality on-site training and seminars to system developers, end users, senior level managers, computer specialist, analysts and computer technicians in: one or more of the courses listed below. When new courses are required, the vendor will be requested to develop and deliver such courses and the specific obligations of the parties with respect to the development and delivery of such courses, including the vendor's fees will be negotiated and agreed upon in writing by the parties in advance. For each course delivered, the vendor shall provide a detailed course outline, description and prerequisites. ? Introduction to Programming Concepts Using SAS Software: The vender shall provide a two-day beginner?s course that teaches employees how to plan and write simple SAS programs to solve common data analysis problems. The vendor shall include workshops to provide practice in running and debugging those programs in an interactive SAS session. The course should highlights reading input data, creating simple list reports, creating simple summary reports, defining new data columns, and executing code conditionally. ? SAS Programming I: Essentials: The vendor shall provide a three-day foundation course that teaches employees how to write SAS programs to accomplish typical data-processing tasks. The course should focus on the following key areas: reading raw data files and SAS data sets and writing the results to SAS data sets; subsetting data; combining multiple SAS files; creating SAS variables and recoding data values; and creating listing, HTML, and summary reports. ? SAS Programming II: Manipulating Data with Data Step: The vendor shall provide a three-day course that focuses on how to manage SAS data set input and output, work with different data types, and manipulate data. This course builds on the concepts presented in the SAS Programming I: Essentials course. The focus of this course should be on using DATA step to control SAS data set input and output, combine SAS data sets, summarize data, process data iteratively with DO loops and arrays, and perform data manipulations and transformations. ? SQL Processing with the SAS System: The vendor shall provide a two-day course that focus on using SQL as a data query and manipulation tool. The student should learn how to use the SQL procedure as a data retrieval tool within SAS programs. Specifically, the student should learn how to perform queries on data; retrieve data from multiple tables; create views, indexes, and tables; and update or delete values in existing tables and views. Using features of the SQL procedure to debug, test, and optimize the performance of SQL queries should be discussed. ? SAS MACRO Language: The vendor shall provide a two-day course that focus on the components of the SAS macro facility and how to design, write, and debug macro systems. Emphasis should be placed on understanding how programs with and without macrocode are processed. ? Processing Database and Spreadsheet Data with SAS/ACCESS Software: The vendor shall provide a one-day course that teaches students how to read and update data in databases and spreadsheets using Version 8 SAS/ACCESS software and how to create new database tables and spreadsheets. The student should also learn efficiency techniques for optimizing data access performance. ? SAS Report Writing: A Programming Approach: The vendor shall provide a two-day course that concentrates on the REPORT procedure and also provides information on producing reports using the FORMAT, TABULATE, and MEANS procedures. Information on producing reports with the macro facility and the DATA step should be included in this course. The employee should learn to create detail and summary reports, tabular reports, and use the Output Delivery System (ODS) to create HTML output. COURSE SETUP: Instructors should be prepared in advance of each course offering, arrive in sufficient time prior to course delivery to be sure that materials, classroom, and software preparations are complete; have course materials in their possession, and have reviewed the course materials and examples. Software Installation: It will be the responsibility of the vendor to work with DTMSI and DTNM to ensure that classrooms are equipped and fully functional, with software properly installed and fully tested, prior to the start of class. Software should be tested by the vendor on the training room PCs prior to the start of the session. Any necessary classroom software materials and installation instructions must be received by BLS at least five working days prior to the start of a session. PERFORMANCE AND DELIVERY SCHEDULE: Approximately ten working days prior to a scheduled session start date, the BLS will notify the vendor of the number of students expected to attend the session. Five working days prior to a scheduled start date, the BLS will notify the vendor of the number of Federal employee students and the number of BLS contract employee students who will attend. At that time, the payment amount is fixed. If the number of students increases AND the course is priced on a per-student basis, vendor will receive payment for the additional students. The vendor will make every effort to supply the necessary materials for the additional students by the session start date or will notify the BLS of its inability to do so. EVALUATION CRITERIA: The BLS may evaluate the proposals and award the contract without any discussions with the Offerors. Discussions may be conducted with the Offerors to enhance their proposal for potential award. The selection of a vendor to provide services will be based on our judgment of the best quality and value to the Government. Proposals will be evaluated as follows: ? Quality of Past Performance for similar Training ? Provide two references with contact name and telephone number. ? Proposed Quality of Training ? Key Personnel and Qualifications ? General Approach to Training ? Price - The proposed price between substantially equal Offerors shall be a factor in the selection of an offer for Award. The Government reserves the right to make an Award to an Offeror, other than the low Offeror, if the Government?s evaluation renders an Offeror to be significantly superior from a technical standpoint to warrant payment by the Government for a premium. Price the courses on a per-student basis. Additionally, price each course above separately. CONTRACT AWARD: The BLS anticipates that there will be adequate competition such that competition shall establish price reasonableness. The BLS shall select the Offeror whose Proposal is determined to be the Best Value and consistent with the evaluation criteria above and in the best interests of the BLS. While the non-price evaluation factors when combined are significantly more important than price, as Proposals are determined to be more equal in technical merit, price becomes more important and may become the determining factor for Award. Interested persons may identify their interest and capability to respond to the requirement by submitting quotations. All quotes received within fifteen (8) days after the publication of this synopsis will be considered by the Government. The purchasing activity is not responsible for locating or securing any information, which is not identified in the quotation and reasonably available to the purchasing activity. All Quotes shall be submitted to Bureau of Labor Statistics, Room 1830, 2 Massachusetts Ave., NE, Washington, DC 20212 no later 3:00 p.m. EDT, December 5, 2003, and be clearly marked with RFQ # BLS-04-03. If your response is not received by the date/time and at the location specified in the announcement, it will not be considered. No hand carried quotes will be accepted. Offerors may download the RFQ by accessing the FedBizopps (FBO) website at http://www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments, will also be distributed through the FBO site. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. Fax proposals are encouraged and must state name, address and solicitation number. An original copy of the proposal shall follow by mail. Quotations may also be submitted electronically if all the necessary documentation requested in this RFQ is included.
