- NA Four (4) Indefinite Delivery Indefinite Quantity (IDIQ) contracts, anticipated to be Cost Plus Award Fee (CPAF). The contracts will include provisions and clauses for both cost reimbursement and fixed price task orders. Contracts are contemplated for per formance of the full range of services in the country of Iraq, including but not limited to capability of providing a full range of services and support to include study, inspection, design, demolition, remediation, renovation, rehabilitation, construction , warranty service, operations and maintenance and training associated with solid waste, potable water and wastewater transmission, storage, treatment and distribution system operations: Pre-design taskings to include: Water supply and source water studies, water shed protection studies, water quality evaluations and condition assessments, cross connection/backflow prevention surveys, hydraulic modeling, aquifer studies and water conser vation studies and drinking water vulnerability assessments. Design taskings to include design of transmission and distribution systems, treatment plants including pre and post chemical addition, storage for raw and treated water, and pumping and lift sta tions. Construction taskings to include drilling of water wells, cross connection and backflow prevention device installation, extension or rehabilitation of raw water transmission lines, distribution transmission lines, treatment works including physica l, chemical, biological as well as advanced membrane treatment of surface water including sea water and brackish water and groundwater. Tasking shall also include construction of controls to include SCADA systems, pretreatment and post-treatment and chemi cal feed systems, storage systems including raw water storage, and potable water storage, wasterwater collection and wasterwater discharge systems, stormwater collection systems, pump stations, lift stations and well head protection. Construction should t ake into account all findings from vulnerability assessments. The contractor must demonstrate knowledge in the operations and maintenance of these systems including water and wastewater hands-on operator training, preparation of treatment plant and distri bution systems operations and maintenance manuals; and preparation of project documentation (construction project with detailed scoping including budget and estimates). The taskings also include the areas of solid waste landfill design (to include all sub sets of solid waste including but not limited to industrial and hazardous waste), solid waste landfill assessments, landfill closure and closure plans, and solid waste collection and disposal systems. Contracts will be awarded with a base period and options. Based on current information, proposed projects may have a value up to $3,600,000,000.00. Each of the contracts will have a statement of work supporting the separate areas (North, Central, South, Baghdad). The government's preference is that the four contracts will be awarded to different contractors for each area, and the geographic areas of the four contracts will not overlap. This synopsis and resultant procurement are a portion of the overall Iraqi Reconstruction program that includes: Electrical, Transportation, Communications, Public Buildings, Public Works Water / Wastewater, and Security projects. A key to ensuring timely review and evaluation of proposals is the use of staggered deadlines for the receipt of proposal information. In order to streamline the proposal evaluation process, offerors will be required t o submit preliminary financial, past performance/experience, and organizational/team structure information shortly after formal RFP release. This information will be reviewed to make a preliminary determination as to whether an offeror has a reasonable ch ance of contract award. Offerors deemed as lacking the necessary capabilities will be advised accordingly. The purpose of this advice is to help these offerors avoid expenses associated with preparation of a full proposal. Complete past performance information will be due shor tly after Request for Proposals release. This procurement will utilize the Best Value trade-off process with consideration being given to Technical, Past Performance, and Cost factors. The minimum standard for construction will be based on the 2000 Editi on of the International Building Codes for the European Community and related references. Contractors are expected to be fully self-sustaining to include all life support, communications, transportation, labor, equipment, security, and other aspects neces sary to complete task orders. The applicable North American Industry Classification System (NAICS) code is 236210 with a Small Business size standard of $28,500,000. A draft Request for Proposal will be issued on or about 26 November 2003. It is anticip ated that the final solicitations will be issued electronically on or about 05 December 2003 on the Federal Business Opportunities web page at http://www.fedbizopps.gov.
