Description
NA PROJECT INFORMATION: (In Approx. quantities) The work will include a new Hydrant Fuel Pumphouse (3500 square feet single story pump room with a control room to house the control panels, small latrine; CMU exterior walls and standing seam metal roof; five (5) 125 HP fueling pumps to provide a 2400 GPM hydrant fueling system), two (2) 10,000 BBL fuel storage tanks with concrete containment berms, nine (9) hydrant fuel pits, 3500 LF of 12-inch fuel distribution piping, 4000 gallon product recovery tank, catho dic protection (impressed current) for fuel piping and fuel storage tanks, cathodic protection (galvanic anode) for all other metallic lines and structures, two (2) truck fill stands, the installation of a new CS 8-inch 5200 foot fuel transfer line form th e base bulk storage facility to the new pumphouse, utilities to support Type III Pumphouse, underground electrical distribution and lighting, 300Kw electrical generator, airfield pavement removals and replacement (3,500 square yards of 12-18 inches PCC wit h 6-12 inches of rigid base course), truck fill stand reinforced pavement (3510 square feet of 9?????? PCC with 6?????? crushed aggregate and 12?????? compacted subgrade), service road pavement (4400 square yards of PCC non-reinforced with 6?????? crushed aggregate and 12?????? compacted subgrade), 2000 feet of new FE??????6 type chain-link security fence, an option for four (4) additional truck fill stands and an option for a 6700 square feet truck fill stand canopy. PROPOSAL EVALUATION: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluati ons factors include: Construction Contractor Experience; Key Personnel Qualifications and Construction Experience; Subcontractors Qualifications and Construction Experience; Experience Modification Rating; Technical Past Performance; and Required Small Bus iness Information. Price will be subjectively evaluated considering Best Value and Realism. Price will be approximately equal to all other factors. A subcontracting plan will be required for large business firms, but is not part of the technical evalua tion. This is an unrestricted procurement open to both large and small business participation. To be eligible, the firms must have North American Industry Classification System Code (NAICS) 237110 among their approved NAICS Codes. Subcontracting goals are as f ollows: Small Business 71.1%, Small Disadvantaged Business 10.2%, HUBZone 3%, Women-Owned Small Business 10.6%, Service-Disabled Veteran-Owned Small Business 3%, and Veteran-Owned Small Business 3%. The estimated cost range of this acquisition is $10,000,000 to $15,000,000. Contractor??????s Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work 540 calendar days after receipt of NTP. Provisions are included for liquidated damages in case of failure to complete the work in the time allotted. Bonding documents, including the power of attorney, shall bear an original signature by an officer of the surety. The Government intends to issue this solicitation as Internet only. No additional media (compact disks, floppy disks, faxes or paper) will be provided unless the Government determines that it is necessary. It is therefore the contractor??????s responsibi lity to check the following address daily for any posted changes to this solicitation.
