- NA PROJECT INFORMATION: Solicitation No. W9128F 04 B 0002. On or about 5 December 2003, this office will issue Invitation for Bids for the construction of Consolidated Lodging Facility, Phase IV, Minneapolis St. Paul - International Airport Air Force Reserve Station, MN. Bids will be opened on or about 7 January 2004. This solicitation is unrestricted and open to both large and small business participation. The solicitation will contain a list of hard copy documents that must be submitted. All firms, prime c ontractors, plan rooms, subcontractors, suppliers etc., must register on the Omaha District website specified below to receive a solicitation package on CD-ROM. Contractors interested in inspecting the site of the proposed work should contact John Marchett i, 934 MSG/CEV, United States Air Force Reserve Command, 760 Military Highway, Minneapolis St. Paul IAP-ARS, Minneapolis, Minnesota 55450-2000, Phone:(612) 713-1915, Fax: (612) 713-1950. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: Approx. quantities: The Consolidated Lodging Facility Phase IV will provide an approximately 2,000 square meter (21,480 square feet) expansion of the Consolidated Lodging Ph ase III West Wing. The facility will be a four story load bearing masonry structure, slab on grade, using pre-cast hollow concrete floor planks and concrete floor topping. The exterior finishes are a combination of brick veneer, pre-cast architectural pa nels, glazing, and pre-finished metal panels. The roofing will be fully adhered EPDM single ply roof membrane. The facility will require extensions of the HVAC, Electrical, Communications, Fire Detection and Alarm System, Energy Monitoring and Control Sys tem, and Supervised Sprinkler System. The Phase IV will provide guestrooms, bathrooms, laundry area, and vending. The facility will require minor site demolition, utility connections, water line, storm sewers, sanitary sewers, communications lines, and p ower lines. Also included in the project are a small parking lot, sidewalks, landscaping, and demolition of two existing facilities. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan . The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2003: a. Small Business: 57.2% of planned subcontracting dollars. b. Small Disadvantaged Business: 8.9% of planned subcontracting dollars*. c. Wo men Owned Small Business: 8.1% of planned subcontracting dollars*. d. HUBZone Small Business: 3.0% of planned subcontracting dollars*. e. Severely Disabled Veterans 3.0% of planned subcontracting dollars*. *- Small business concerns owned and controlle d by. These goals are FY03 the actual solicitation may contain the FY04 goals, which would have priority. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 360 calendar days after receipt of Notic e to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signatu re by an officer of the surety. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will n ot be provided in a printed hard copy format.
