Description
NA POC FOR SPECIFIC QUESTIONS RELATING TO THIS PROJECT IS MR. NED HEALY AT FAX: 251-690-2902. Refer questions on distribution of plans/specifications to the Plans Room, Ms. Sonya White, at 251-690-2535/2536 or FAX: 251-694-4343. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), PERFORMANCE PRICE TRADE OFF(PPTO) SOLICITATION. In general, the work shall consist of the following: Constructio n of two 2,500 Bbl above ground JP-8 fuel storage tanks, with internal & external protective coatings, internal floating pans, automatic tank gauging & concrete dikes. One pump station, two fuel stands, two unloading areas and one operations facility to b e included, with ancillary equipment, piping, utilities and site development. A 400-yd long access road is required to the POL compound, and fencing with two motorized gates, and one pedestrian gate. Demolish the existing fuel storage facility upon comple tion of this project. Estimated cost of the project is from $1,000,000 to $5,000,000. The North American Industry Classification System (NAICS) code for this project is 23799. Solicitation documents should be available on or around 15 December 2003. Con tracting Officer for this project is Mr. Ed Slana. DATE: Thursday 08 Jan 2004 TIME: 0900 Hrs. All interested proposers are urged to attend. During this conference, the requirements set forth in the solicitation will be reviewed and discussed, with part of the conference to include a question and answer period. Tour of the site will follow the co nference. The duration of the conference and tour will be approximately one (1) day. Offerors should visit the site and take such other steps as may be reasonable necessary to ascertain the nature and location of the work, and the general and local condi tions which can affect the work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents. In this regard, Offerors should no te Contract Clause FAR 52.236-3 Site Investigation and Conditions Affecting the Work. b. It is requested that a representative of each offeror attend the pre-proposal conference. Number of attendees is limited to four from each firm. Names of individuals from each company who will attend the conference should reach the following addresse e no later than five (5) working days prior to the conference.
