- Description
- The Bureau of Reclamation has a requirement for Operation and Maintenance of the Water and Wastewater Systems at Hoover Dam, Boulder City, Nevada. Operation of these systems involves the treatment of roughly 100,000 gallons per day of water and roughly 20,000 gallons per day of wastewater. The contractor shall insure compliance with all legal requirements for the water and wastewater systems. The Government will hold and maintain all applicable permits and licenses for these systems. The contractor will be required to provide sufficient, qualified staff to ensure daytime coverage, 365 days per year and 24-hour per day immediate response to system emergencies. The contractor's staff must be state certified in water and wastewater treatment and operation. Contract requirements include, but are not necessarily limited to: water analyses; procurement of required chemicals; operation of water and sewer treatment facilities; preparation of required state reports, management of noncompliance issues including follow-up reporting; and minor maintenance of water and sewage facilities equipment including water production and treatment systems, chemical feed systems and distribution valves, pumping equipment, lift or pump stations, and sludge facilities. The Government anticipates awarding a firm fixed-price contract with one (1) base year and four (4) one-year option periods. This solicitation will be conducted using FAR Part 15 guidelines and award will be made under the best value process. Proposals will be evaluated in accordance with the following criteria, listed in relative order of importance: a) Technical Approach (e.g., staff operations/maintenance operational/maintenance quality control plan, etc.); b) Management experience; c) Past performance; and d) Price. All factors other than price, when combined, are considerably more important than price. This project is a full and open procurement. The HUBZone and Small Disadvantaged Price Evaluation Preferences apply to this procurement. The NAICS code is 221320 and the small business size standard is $6.0 Million. Effective October 1, 2003, prospective vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. Lack of registration in the CCR database may make an offeror ineligible for award. The Central Contractor Registration Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. The solicitation is scheduled to be posted approximately December 15, 2003, with an estimated proposal due date of January 15, 2004. The actual date proposals will be due will be provided in the solicitation.
