- The Government intends to negotiate, on a sole source basis, a Firm-fixed-price (FFP) acquisition with The George Washington University (GWU). This non-competitive action is being issued by GovWorks under the authority Of the Department of the Interior Franchise Fund on the behalf of the Department of Health and Human Services, Administration on Children and Families, Office of Family Assistance. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items. The purpose of this professional services contract is to provide expert research, identification and analysis of High Performance Bonus (HPB) Data, Temporary Assistance for Needy Families (TANF) Data Analysis Group, TANF-related research, development of United Kingdom and United States Administration for Children and Families personnel exchange, and other technical assistance as requested. The Government has a requirement for Research and analysis regarding how to use High Performance Bonus data more effectively. This information will be used in the development of alternative state performance measures using HPD data. Also, this requirement will assist in the development of alternative state performance measures using HPD data so that states can administer more effective program with limited resources. More imperatively, ACF requires the development of alternative measures for the current data elements. This information will be used for the Temporary Assistance for Needy Families (TANF) Program which was created by the Welfare Reform Law of 1996. Once the TANF program is reauthorized, the states will seek advice from the Federal government on how to meet the more stringent requirements of the new program. Using performance measurement data more effectively is essential to helping States meet the new requirements and run better TANF programs. This is a complex and politically sensitive issue that will affect millions of poor people; thus ACF With TANF reauthorization, ACF requires improved performance measures by next summer. The period of performance for this effort is for 6 months from date of award, with one, twelve month option period. This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
