Description
NAVAIR Depot Cherry Point, NC has a requirement to remove and recycle Glass Bead (GB) dust, a hazardous waste associated with paint removal and surface cleaning of Department of Defense (DoD) equipment. GB Dust is a hazardous material containing residue glass bead, paint chips and metal fragments. These paint chips contain heavy metals including chromium, lead and cadmium. If not recycled as indicated in Title 40 CFR (Code of Federal Regulations), 261.2(e) and North Carolina Department of Environment and Natural Resources (NCDENR) Regulation 15A NCAC 13A.0106, this residue would be considered hazardous waste. This requirement is for the pick-up and recycling of abrasive GB dust and abrasive GB dust product. Pick-up will occur at NAVAIR Depot Cherry Point. The NAVAIR Depot Cherry Point facility is located on the Marine Corps Air Station Cherry Point, adjacent to the Town of Havelock, NC. The contractor shall provide all necessary plant facilities, labor and equipment necessary for the recycle process. All transportation costs of the GB dust shall be the responsibility of the contractor. Since the Dust Products are considered hazardous materials, the contractor shall meet all Department of Transportation requirements, Ref: 49 CFR, 170-178 associated with the transport of such materials. The contractor must possess all FEDERAL, STATE and LOCAL GOVERNMENT PERMITS and APPROVALS necessary to legally fulfill this requirement. Copies of the following must be provided with the proposal: 1) The Environmental Protection Agency (EPA) Region or appropriate environmental authority (if location is not within the United States) in which the bidder will be doing the recycling. 2) The State EPA Authority or appropriate local environmental authority (if location is not within the United States) in which the bidder will be doing the recycling. 3) The EPA Region 4. 4) The NCDENR.
