- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-14, Defense Acquisition Circular (DAC) 91-13 and Air Force Acquisition Circular (AFAC) 2003-0501, and can be obtained at http://farsite.hill.af.mil/. All CADD data deliverables shall be created or designed with the AutoCAD version 2000 (or latest version) drawing software. Drawings will be delivered in .DWG file formats. The contractor shall use the A/E/C CADD Standard 2.0 (or latest version) when creating or revising any CADD data deliverables. The following factors shall be used to evaluate offers: (i) Technical Capability of the item offered which includes meeting, or exceeding, the features outlined in the Bid Schedule above. In addition, the installation must fit into the dimensions of a pre-determined location, not in excess of 82? X 90? 10?. (ii) Past Performance (iii) Price The government chooses to award to the offer that represents the best value, inasmuch as it offers the batting cage and equipment with features that, not only meet the requirement, but also exceeds them to ensure maximum efficiency of the product. The technical evaluation will include examination of product literature, technical features and warranty provisions. Offeror must also complete the Past Performance Questionnaire to be provided to responders upon request. The Government intends to evaluate offers and award without discussions. Therefore, the offeror?s initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined to be in the best interests of the Government. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). NOT APPLICABLE TO THIS REQUIREMENT. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
