Description
NA The US Army RDECOM, CERDEC, Night Vision and Electronic Sensors Directorate will be issuing this BAA to solicit proposals for a program to reduce the reflectivity of the uncooled far-infrared (7 - 12 um spectral band) focal plane arrays (FPAs) of 640 by 48 0 elements with a pixel size of less than 30 micrometer, and fabricate a brassboard uncooled IR camera or brassboard uncooled IR cameras with the improved/modified FPA. This is a two-phase program. The period for Phase I is 12 months, and the period for Phase II is 12 months. In Phase I, the contractors are to design and fabricate the FPA structures to minimize the reflection from the FPAs. The contractors will make several design and fabrication of engineering lots and make measurements to assess their effort to accomplish the technical objectives. Deliverables include working FPAs in vacuum packages and electronics cards/accessories for imaging and display. In Phase I, the government may decide to discontinue funding particular contractors if the progress is not satisfactory. In Phase II, one or two contractors from Phase I will be selected to fabricate a brassboard uncooled IR camera or brassboard uncooled IR cameras to include the techniques developed in Phase I and other programs. These may include the improved FPAs, the ext ernal optics, and the electronic components. The size of the FPA for the brassboard camera shall be 640 x 480 elements. The first camera to be built will be mainly an effort to integrate the components. The second effort will be an effort to optimize the c amera in weight, size, and cost. The contractors are encouraged to submit two-phase proposals, but Phase II efforts may be solicited through a competitive follow-on BAA.
