- NA Contract Information: Architect-Engineering services are required to support the Baltimore District US Army Corps of Engineers. The contracts will be for $2,999,999.00 cumulative; not to exceed 3 years (base plus 2 option years). These contracts are firm fixed priced. This announcement is competitive 8(a). The firm must be capable of responding to and working on multiple task orders concurrently. Task orders will be assigned based on the A-Es workload, geographic area, specialized experience, customer satisfaction, an d project requirements. The concentration of work will be for the Baltimore District. Contracts may be issued up to one year after selection approval. Project Information: Provide Construction Management Support Services and engineering/design for the Construction Division, Baltimore District, Corps of Engineers, Baltimore, Maryland. Work may consist of preparation of reports, studies, design criteria, estimates, specifications, designs and other general A-E services for multi-disciplined alterations, renovations, maintenance and repair, tenant fit-up and operations, and new construction projects for military and other government agencies. The work may also consist of design of schools and other educational facilities. The firm may be required to provide construction phase and other services which may include preparation of operation and maintenance manuals, shop drawing review, and commissioning/start -up/fit-up design support. Selection Criteria: See Note 24 for general selection criteria. The selection criteria listed below are in descending order of importance. The services may include all or any of the following tasks: (1) Preparation and/or review of construction cost esti mates; (2) Construction contractor claim and delay/impact analyses; (3) Bid ability and construct ability reviews of pending projects; (4) Specialized quality assurance testing; (5) Civil, electrical and mechanical (including elevator) testing and inspecti on; (6) Specialized Technical consulting assistance; (7) Specialized Survey Operations; (8) Specialized Environmental Science Technical consulting assistance; (9) Complete Construction Management and Quality Assurance assistance for a variety construction, dredging, and earthworks projects. The firm will work with the Corps of Engineers to determine that construction work placement and the construction contractor??????s administration meets all contract requirements. The size standard for this procurement is $6,000,000 average annual receipts over the last 3 fiscal years; the Standard Industrial Classification Code (SIC), is 8711; the North American Industry Classification Code (NAICS) is 541330. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms must submit an SF255 for the prime and joint venture. SF 254s must be submitted for the prime and for each consultant. These forms shall be submitted to the above address not later than 4:00 PM on 22 December 2003. The SF 255 and SF 254 shall clearly indicate the staffing of the office indicated to do the work. Only one copy of a submission (SF 255/SF 254) is required at this time. The Baltimore District does no t retain SF 254s on file. In block 9 of the SF 255, the prime shall provide contract award dates for all projects listed in that section. One Preselection Board and one Selection Board will be conducted from this solicitation. Telephone interviews will be conducted with the short listed firms. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. NOTE 24 Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Services Que stionnaire for Specific Project, when requested, and (3) any requested supplemental data to the procurement office shown. Firms having a current Standard Form 254 on file with the procurement office shown are not required to register this form. Firms des iring to register for consideration for future projects administered by the procurement office (subject to specific requirements for individual projects) are encouraged to submit annually, a statement of qualifications and performance data, utilizing Stand ard Form 254, Architect- Engineer and Related Services Questionnaire. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm , specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services re quired, will be chosen for negotiation. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional service requ ired, that include: (1) professional capabilities; (2) specialized experience and technical competence, as required; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; (6) an y other special qualification required under this announcement by the contracting activity. In addition to the above qualifications, special qualifications in the Department of Defense include the volume of work previously awarded to the firm by the Depar tment of Defense with the object of effecting an equitable distribution of Department of Defense architect engineer contracts among qualified architect-engineer firms including small and small disadvantaged business firms, and firms that have not had prior Department of Defense contracts.
