- NA This requirement is for Munitions Response and other munitions related services at various Formerly Used Defense Sites (FUDS), active Department of Defense (DoD) Installations, DoD Base Realignment and Closure (BRAC) sites, property adjoining DoD installat ions, and for other U.S. Government agencies or foreign governments/agencies as appropriate. These contracts will acquire the necessary services for the identification, location, removal, storage, and disposal of Munitions and Explosives of Concern (MEC) a nd other munitions at sites located in the Continental United States (CONUS) or outside of CONUS (OCONUS). Munitions Responses and other munitions related services may occur at sites where materials were previously or are currently stored, evaluated, disp osed of, or used for military training and operations. The awardees will integrate, manage, and execute all specified aspects of Munitions Responses and other munitions related services, to include system integration, data management, project planning, lo gistical life support and engineering management, historical data analysis, conceptual site modeling, footprint reduction methodologies, field reconnaissance, remedial investigations, engineering evaluations and studies, feasibility studies, application of innovative technologies/approaches, geophysical mapping, anomaly discrimination, cost analysis, risk analysis, statistical sampling and analysis, munitions constituents (MC) sampling, removal, storage, and disposal of MEC and other munitions, remedial act ions, demining operations, booby trap clearances, disablement of unconventional warfare explosive devices, site security, recurring reviews, regulatory interface and requirements, stakeholder involvement, community relations, media support, instructional s upport capabilities, and documentation. The selected contractors will also perform Recovered Chemical Warfare Materiel (RCWM) operations and comprehensive air monitoring for Hazardous, Toxic, and Radioactive Waste, MC, and CWM operations. This acquisition is intended to replace existing USAESCH $200M OE services contracts. Approximately 75% of the work awarded under the resulting contracts is anticipated to be performed OCONUS in conjunction with the U.S. Army Captured Enemy Ammunition (CEA) mission in Ir aq and the potential for similar efforts in other OCONUS theatres. A single solicitation is proposed for award of between 4 and 9 IDIQ contracts. 50% of the contracts to be awarded from the solicitation will be competed on a full and open basis in accor dance with procedures set forth in the Federal Acquisition Regulation (FAR) part 16.505. The remaining 50% of the awards constitute a partial set aside for small businesses. All responsible sources may submit a proposal which shall be considered by the a gency. The Source Selection Evaluation Board will make recommendation for the awards following a single phase evaluation process. The contracts will be awarded to the offerors that provide the best value upon evaluation of all factors. Fair Opportunity r equirements under Section 803 of Public Law 107-107 and implementing DFARS guidance will be utilized with award of task orders under the resulting contracts. Small businesses are encouraged to apply if they can demonstrate the ability to execute the proje cts successfully. The awards will be for one base year with four option years, with work ordered by issuance of Task Orders. The contracts will be performance based, with approximately 85% of the efforts to be Firm Fixed Price (FFP), with the capability t o issue time and materials tasks for the balance. The estimated maximum dollar value, including options for all contracts awarded is $1.475 billion. The minimum obligation for the base year will be 2% (of the total estimated base year usage of $525,000,00 0.00) per contract, or $500,000.00 per contract, whichever is less. The minimum obligation for option years 1 through 4 will be 1% of the total estimated optio n year usage or $250,000.00, whichever is less. The estimated usage for option year 1 is $625,000,000.00. The estimated usage for option years 2 and 3 is $125,000,000.00 each and the estimated usage for option year 4 is $75,000,000.00. This is not a req uest for proposals. It is anticipated that the RFP will be released on or about 10 December, 2004 with proposals due on or about 12 January, 2004. The North American Industrial Classification System Code (NAICS) for this acquisition is 562910, which is the classification for Remediation Services. In accordance with DFARS 204.7302, prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of contract. The Government does not intend to acquire a commercial item under this proposed acquisition. See numbered notes 2 and 26. A pre-proposal conference is scheduled for 18 December, 2003 in Huntsville, AL. Names of attendees must be furnished to the Contract Specialist, Frances Steel, not later than 12 December. More information on the pre-proposal conference will be provided in the RFP.
