N00421-04-T-0031 Combined Synopsis/Solicitation TIME CODE AND FREQUENCY DISTRIBUTION SYSTEM This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-16 and DCN 2003 1114. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00421-04-T-0031 issued as a request for proposal (RFP). This requirement is being synopsized as a full and open competitive acquisition under the North American Industry Classification System code 334220. Offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.ccr.gov/vendor.cfm. The Naval Air Warfare Center Aircraft Division, Patuxent River, MD has a requirement to procure twelve Time Code and Frequency Distribution Systems as follows: Physical Configuration: 3.5? Max Height x 17? Max Width x 18? Max Depth (Note: Must mount in 19? EIA Rack via slide rails and front capture hardware Weight not to exceed 24 lbs fully populated with card options), User Menu: LED front panel type easily visible during low light conditions. Receiver Description: Receiver Input: Single 50-ohm input BNC connector, which accommodates L1/L2 frequencies over a single conductor. Receiver RF input: -70 to ?130 dBm capable at L1/L2 frequencies Receiver Type: L1/L2, P (Y) Code, SAASM. Tracking: 12 channels. Crypto Key: KYK-13/KoI-18 front panel mount. Classification: Unclassified when keyed. Accuracy: <2E-13 tracking satellites. Time to fix: Initial fix <2 minutes Environmental Qualifications: Operating Temperature: 0 to +50 degrees Celsius, Storage Temperature:-40 to +85 degrees Celsius, Humidity: 95% Non-Condensing, Operating Altitude: 0-30,000 ft Power Characteristics: 115VAC 50-400HZ 40 Watts Maximum Timing Accuracy 1PPS: <10 ns RMS <100ns peak to UTC and GPS Outputs: Must be modularized for maintenance 20- IRIG B Outputs for time code utilization BNC connectors, 8 -1PPS Outputs, 1-Network Time Server <15ms accuracy, Output must interface to CAT5, RJ-45 connection, Rubidium Oscillator- may be internal or modularized <4E-11 for 24-hour holdover in the event of GPS loss, 2- RS232 Outputs that support GPS ICD 153 Delivery Date: 3 months After Contract Award Number of Configured Units: 12 Warranty: 12 months Notes: Any Non-Recurring Engineering required to meet this specification will be the responsibility of the vendor and will not be funded by the government; furthermore this specification is to fulfill an immediate requirement due to obsolescence in deployed aircraft that cannot undergo modification as a result of the hardware selection process. The government reserves the right to validate specification values via hardware testing. The quotation shall include Free On Board (f.o.b.) Destination shipping terms. Deliveries shall occur no later than 90 days after receipt of order. Delivery will be to: Receiving Officer, Bldg. 665, M/S 31, Naval Air Station, Patuxent River, MD 20670-5304, Attn: William Lewis, AIR-4.1.2.3. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The clause at 52-212-1, Instructions to offerors-Commercial Items, (Oct 2000) is incorporated by reference and applies to this acquisition. The provision at 52-212-2 Evaluation-Commercial Items (Jan 1999) applies to this acquisition. The Government will award in accordance with FAR parts 12 & 13, on a best value basis. Evaluation criteria to be inserted in paragraph (a) will be technical, delivery schedule, past performance and price. Technical, delivery schedule, and past performance are of equal value and when combined are greater than price. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, invoices for the same equipment, etc. Each offeror shall include a completed copy of the provision at FAR 52.212-3, including Alt 1, Offeror Representations and Certifications -- Commercial (June 2003) with its quote. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (Oct 2003) is incorporated by reference and applies to this acquisition.
