- NAICS Code: 541620 The U. S. EPA, intends to negotiate on a sole source basis with the University of Wisconsin for research on fate and transport of prions in landfills under the authority of FAR Part 6.302-1. The Land Remediation and Pollution Control Division, National Risk Management Research Laboratory requires studies to determine the fate and transport of the prions in Chronic Wasting Disease (CWD) - infected wastes in municipal solid waste landfills. CWD is an infectious waste that is contagious among the deer and elk population. Studies shall be conducted to: (1) evaluate the transport within the fill material, (2) Monitor the leachate, air emissions and waste mass for prions and, (3) Assess the survivability of the prions in the fill. Supporting laboratory studies shall be conducted under controlled conditions emulating field conditions. Different operating conditions such as moisture, and waste composition will be evaluated to determine their effect upon the viability of te prions. These conditions shall be representative of conditions in the field study. EPA source research indicates the University of Wisconsin is uniquely qualified with the only labeled prion available, which will allow for their detection in the environment outside of infected animal tissue, and it has the unique expertise to meet this requirement. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing this work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is January 15, 2004. See numbered Note 22.
