Description
NASA/SSC is hereby soliciting information about potential sources for engineering and scientific services, and specialized technical operations to support the following: NASA programs; Stennis resident agencies; commercial tenants, and other organizations which NASA supports under formal agreement. The contract value is estimated to be worth between $6 million and $10 million per year. Contract length is expected to be 5 years begining in 2004. Stennis Space Center intends to set this procurement aside for "8(a)" firms. However, small businesses which are not 8(a) are encouraged to respond, in the event an inadequate number of interested, eligible 8(a) firms are identified. The NAICS code for this work is 541380 (Testing Laboratories) and the size standard is $6 million. The potential Contractor shall operate, maintain, and manage the Center's electronic repair, measurements standards and calibration, gas and material analysis, and environmental laboratories, as described below, fully meeting requirements of technical performance, precision, traceability, timeliness, safety, and quality. The Contractor shall provide a wide range of calibration, measurement, engineering, scientific, and related laboratory services, required to support NASA missions and programs, and the requirements of the Center's resident agencies and commercial tenants. The Contractor shall provide basic and applied laboratory and meteorology engineering, including the major disciplines of mechanical, electrical and electronic, chemical, industrial, aerospace, systems safety, oceanographic, environmental, and computer engineering, and related specialized technical, mathematical, and scientific services necessary to meet Stennis Work Request (SWR) requirements (IDIQ-type). The Contractor shall provide a complete range of services required by SWR’s including special studies, research and development, fabrication and modification of instrumentation and equipment/systems, calibration, testing and evaluation, field services, safety support, risk analysis, project management and management support, project reporting, planning and scheduling, configuration management, documentation support, and quality and product acceptance support. The Contractor shall maintain a full range of technical systems and equipment in support of laboratory functions, information technology, visualization, oceanographic, sampling and data collection, new and emerging technologies, and perform field work as specified by individual SWR's. The Contractor shall operate a broad range of instrumentation, electronic equipment, and systems, and shall fabricate, maintain, repair, and test such equipment. The Contractor shall provide cleaning and certification for measuring devices, control elements and components/equipment, and maintenance of a calibration recall system. The Contractor shall maintain an inventory and history of calibration records. The Contractor shall maintain certified working and transfer standards for various factors. The Contractor shall provide support methods and analysis for materials, chemical and gases. All testing and analysis shall be performed in accordance with approved NASA procedures and National Standards. Major responsibilities shall include: material identification, gas, cryogenic and liquid analysis, and contamination evaluation. The tasks shall be performed using methods of chemical and gas analysis and other specialized techniques. The Contractor shall provide environmental and laboratory services including, but not limited to, field sampling, monitoring, and surveys to support NASA/SSC environmental program compliance requirements. These services shall include ecological, chemical, physical, and biological testing and monitoring, interpretation of test results and surveys, and supporting natural resources management activities in conjunction with the NASA/SSC Integrated Natural Resources Management Plan (INRMP). The Contractor shall ensure the quality and integrity of analytical results. The Contractor shall conduct analytical laboratory analyses for air, water, soil, and vegetation samples. Potable water and permitted outfall samples shall require analyses to meet the Safe Drinking Water and the National Pollutant Discharge Elimination System (NPDES) discharge standards. The Contractor shall provide operator maintenance of analytical and other ancillary laboratory equipment. The Contractor shall conduct meteorological support activities in support of NASA/SSC program requirements, institutional operations, resident agencies and commercial tenants including operations and maintenance of meteorological forecasting equipment and the providing of forecasts. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis. The expected release time frame for any RFP is the second quarter of Fiscal 2004. Responses must be in writing, may be submitted electronically, and must include the following: Name and address of firm; Size of business; Average annual revenue for past 3 years and number of employees; Ownership (Whether the firm is small, small disadvantaged, 8(a), HUBZone, Veteran-owned, Native-American owned, and/or woman-owned); Number of years in business; Affiliate information (parent company, joint venture partners, potential teaming partners, prime contractor [if potential sub] or subcontractors [if potential prime]); Capabilites package, including prime contract management experience; and List of customers covering the past five years (to include relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). This Sources Sought Notice/Request for Interest is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to (and received by) Richard Mann no later than December 12, 2003, at 3:00 p.m. local time. Please reference SSC-BA32-04-01 in any response.
