Description
This is a synopsis for ship repair per FAR Subpart 13.5 ? Test Program for Certain Commercial Items. The request for quotation (RFQ) number is DTCG80-03-Q-3FA380. Award will be made to the responsible contractor whose offer, conforming to the solicitation, will be most advantageous to the government, price and other factors considered. Past Performance and Price will be used to evaluate offers. Past Performance is more important than price. The North American Industry Classification System (NAICS) code is 336611. The small business size standard is less than 1,000 employees. The RFQ package and specifications will be issued electronically on the FEDBIZOPPS web page on or about December 10, 2003 at http://www.eps.gov/. Please note that paper copies of the solicitation will not be available. The acquisition is for the dockside repair of the USCGC CHENA a 75foot Inland River Tender and 130foot barge whose homeport is Hickman, KY. Repairs are to be performed at the contractor?s facility. The work will include, but is not limited to: Base items: (1) Remove, Inspect and Reinstall Propeller Shafts, Shaft Bearings, Shaft Sleeves and Propellers; (2) Clean, Inspect and Test Grid Coolers; (3) Overhaul and Renew Valves; (4) Inspect and Test Air Receivers and Relief Valves; (5) Remove, Inspect and Reinstall Rudder Assemblies for Steering and Flanking Systems; (6) Renew Tender Towing Knees; (7) Inspect Various Deck Fittings; (8) Preserve Barge Buoy Deck, Freeboard and Underwater body; (9) Messing and Berthing; (10) Temporary Logistics; (11) Routine Drydocking of Barge and Tender (12) Renew Barge Piping Insulation; (13) Install Barge and Tender Fire Main Interface; (14) Modify Barge Side Shell Plating; (15) Renew Barge Port Transducer Blister; (16) Renew Galley Overhead Sheathing and Plate; (17) Renew Damaged Side Shell Plating; (18) Protect the Hydraulic ATON Crane; (19) GFP Report. Option items: (1) Welding Repairs; (2) Straighten Shaft; (3) Perform Minor Repair and Reconditioning of Propeller; (4) Rebuild Rudder Stock; (5) Composite Labor; (6) Laydays. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. Vendors are required to submit copies of up-to-date welding procedures and welder certifications with their quote. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. A non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested hard copies of drawings. Drawings will be available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). For information concerning this acquisition, contact the contracting official listed above. The following geographic restriction applies: the Western Rivers of the United States. The "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5) and the Tennessee Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the "Western Rivers," but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico. For contract periods between 1 November and 15 March, restricted to areas south of the Melvin Price Lock and Dam. For safe navigation, the vessel requires a minimum water depth of nine (9) feet and a fifty (50) foot minimum height clearance. Small businesses are encouraged to submit bids for the subject requirements.
