- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Request for Proposal number USSS040012 is hereby issued for this requirement through Federal Acquisition Circular 01-16. This action is a 100% small business set-aside. The NAICS code is 811310 and the small business size standard is $6.0M. The U.S. Secret Service (USSS) has a requirement for preventative maintenance on three (3) emergency generators at the James J. Rowley Training Center (JJRTC), 9200 Powder Mill Road, Laurel, MD 20708. The term of this procurement is a base period (date of award of contract through 9/30/04), with four (4), one (1) year option periods. The contractor shall provide the necessary personnel and equipment to perform routine preventative maintenance and inspection on the following equipment: Emergency Generator Caterpillar Perkins England Model No. YD50733*V751069G located at the Sewage Lift Station; Emergency Generator Katolight Model No. D500FRR4 located at the Hazen Computer/Security Building; Emergency Generator Caterpillar Olympian Model No. D150P1 located at the Sewage Lift Station. The maintenance/inspection must include (but not be limited to): 1. Electrical System: battery: water and age; battery charger: charge rate and spare fuse; battery cables: clean, tighten, and grease; starter contactor: sticking, arching, voltage-drop; starter motor: brushes, bearings, AMP draw, cranking speed; starter drive and ring gear; starter controls; regulator AC stability; generator AC, brushes, bearings, fan (percent load); generator controls; relays and switches; all meters; all wiring; transfer switch; required starting and on the line time, hot and cold. 2. Engine Safety Shutdowns (if used): oil pressure; water temperature; overspeed; overcrank; low fuel; low water level; low oil level. 3. Start-Crank Test: crank engine for one (1) minute or until overcrank operates, wait one (1) minute then attempt to normally restart engine. 4. Engine: leaks: oil, water, fuel; oil pressure; engine to be lubricated w/oil and oil filters changed first inspection, thereafter when needed; water temperature thermostat; exhaust system: leaks backpressure, drains, cleanliness, color, odor; fan and fan belt: bearings and blades; governor: looseness, leaks, adjustments, hunting; compression: all cylinders, hot and cold, check per manufacturer?s recommendations; valve clearance: check per manufacturer?s recommendations. 5. Fuel System: cleanliness; leaks, pressure; valves, controls; injectors and fuel pumps, check per manufacturer?s recommendations; return lines and vents; air cleaners and breathers; hoses. 6. Cooling System: water supply, leaks, rust, antifreeze; block plugs; radiator and cap; water pump; hoses and clamps; coolant heater and controls; support, drains. 7. General: air flow; room ventilation; temperature; floor drains; fire extinguisher; lights; cleanliness and safety. 8. Automatic Transfer Swtiches: power cables tightened; timers checked: time delays on start, time delay on transfer to emergency, time delay on retransfer to emergency, time delay on cooldown, in-phase band meters, exerciser clocks; all lamps and testing switches; transfer of load to generator system. The contractor shall be responsible for knowledge of any manufacturer?s recommendations for any specified preventative maintenance requirements as may be indicated by the amount of time of the elapsed time meter. The contractor shall be required to perform emergency calls and repair at any time Sunday through Saturday and all Federal Holidays. The contractor shall provide 24 hours a day, 7 days a week emergency repair service on a time and materials basis. The emergency response time will be a maximum of three (3) hours from the time the Contracting Officer?s Technical Representative (COTR) or his designated representative contacts the emergency service number provided by the contractor. For each emergency service call response, the contractor shall submit an invoice to the COTR detailing actual man hours performed, including one way travel time to the site. For each emergency service call response invoice, the contractor may submit a minimum of two (2) hours labor charges, regular or overtime rates as appropriate, plus parts charges as previously approved in writing by the COTR. If any emergency response call requires more than two (2) hours labor charges, the contractor shall submit a written request to the COTR documenting the estimated labor charges, plus parts as appropriate, prior to performing the actual work. All contractor personnel proposed to work under this contract must be U.S. citizens, and must successfully pass police background investigations prior to being admitted to the JJRTC. At time of contract award, the contractor will be provided with USSS contractor personnel access forms. Within five (5) days of contract award the contractor shall submit the completed contractor personnel access forms to the Contracting Officer?s Technical Representative (COTR). Within five (5) days of contract award the contractor shall submit the proposed date/times of service, after consultation with the COTR. Due to the USSS? rigid training schedule the contractor may be required to perform services at times other than previously approved. The government will notify the contractor of required changes 72 hours prior to regularly scheduled services. Billings shall be issued on a monthly basis for the previous month?s services. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors, Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-2, Paragraph (a) insert: ?The government intends to award a Time & Material type contract to the responsible offeror based on technical capability, past performance, and price. Technical capability and past performance when combined are relatively more important than price. The offeror?s proposal must address the following for evaluation of technical capability: 1) demonstrated understanding of the requirements as contained herein; and 2) proof of certification/authorization of offeror?s ability to perform maintenance/repairs to emergency generators manufactured by Caterpillar Perkins England, Caterpillar Olympian, and Katolight. Past performance references will be evaluated on: 1) demonstrated successful experience in generator maintenance/repair on same/similar types of generators specified herein; and 2) demonstrated successful Federal government contract experience. The offeror must provide at least three (3) references for contract/purchase orders of same/similar services within the last two (2) years. Each reference must include customer?s name and address, contact person, project name, date of performance, telephone number and contract value. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be evaluated as acceptable, unacceptable, or neutral.? 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items. Proposals must contain the following: 1) Technical Proposal to include certifications; 2) Past Performance information; 3) Pricing for base period and options years; and 4) Completed and signed copy of FAR 52.212-3, Offeror Representations and Certifications. Any questions received in response to this solicitation must be received at the USSS no later than COB December 2, 2003; questions received after that date will not be addressed. Proposals must be received no later than December 8, 2003 at 2:00 pm local time. The government will not consider proposals received after this date and time.
