- TRIM TREES FROM POWER LINES, LITTLE ROCK AFB, AR. This is a combined synopsis/solicitation (Solicitation Number: FA4460-04-T-0003) for commercial services/items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being conducted under Commercial and Simplified Acquisition Procedures (SAP) FAR Parts 12 and 13. This announcement constitutes the only solicitation and quotes are requested upon completion of a site visit to the non-contiguous six miles of trees to be trimmed from electrical power lines is scheduled for 2 December 2003, 2:00 PM, Little Rock Air Force Base, Arkansas; transportation to sites will be provided. A written solicitation will not be issued. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-17. The North American Industry Classification System (NAICS) code is 561730 (Tree Service) with a small business size standard of $6 Million. This procurement is a 100% set-aside for small business concerns. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Interested parties are requested to submit a quotation on this requirement to: 314th Contracting Squadron, 642 Thomas Avenue, Little Rock AFB AR 72099-497; FAX: (501) 987-8119. Contractor must be registered in the Central Contractor Registration (CCR) (website: http://ccr2000.com) prior to receiving award. Contractor/vendor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications?Commercial Items (Oct 2003). Contract Terms and Conditions for Commercial Items, FAR Part 52.212-4, applies to this acquisition, Contract Terms and Conditions Required to Implement Status or Executive Orders for Commercial Items, FAR Part 52.212-5, applies to this acquisition. FAR Part 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996), is incorporated by reference. Invoices are to be submitted through the Wide Area Workflow electronic method. Standard commercial insurance and warranty is required. Quote must be received no later than by close of business, 4:00 PM CST, 4 December 2003, and may be received by FAX or e-mail to Points of Contracts as listed on this notice not later than this notice?s response date. FAR Part 52.212-1, Instructions of Offerors for Commercial Items, and FAR Part 52.212-2, Evaluation for Commercial Items, apply to this solicitation and will be used to evaluate items as consistent with below stated description of requirements. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to evaluate past performance, technical compliance/delivery capability and make a best value decision. This could result in award to other than the lowest price offer. Maps and additional information will be made available at time of site visit. Statement of Work: Trim Trees from Power Lines (Utility Right-of-Way) 1. GENERAL REQUIREMENTS 1.1 Scope of Work. The Contractor shall complete all tree and vegetation trimming activities in strict accordance with AFJMAN 32-1082 Facilities Engineering Electrical Exterior Facilities, Section XIV ? Tree Trimming (copy of cited excerpt provided as Attachment 1) in a manner that meets both the environmental and line clearance needs while heeding all applicable safety precautions. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and transportation necessary to perform the work as described herein. The Contractor shall perform the scope of this contract within 60 days of contract award. All contract activity shall be performed in strict accordance with existing federal, state, and local laws and regulations and the terms and provisions of this contract. 2. SPECIFIC REQUIREMENTS 2.1 Magnitude of Trimming. Complete tree and vegetation trimming for high-voltage (13.8 kV) electrical distribution line right of ways having an estimated total length of 32,000 linear feet (LF). Trees and vegetation shall be trimmed to have a minimum clearance of 15?as measured from the outermost conductor, on each side, to the edge of vegetation ? refer to paragraph 7. In the event areas identified to be trimmed currently meet the specified clearance, those areas 500 continuous LF of line or more will be provided to the Contracting Officer and will either be deducted from the contract total or be applied to additional areas. Trees must be left in as sound of a condition and appearance as possible. If leaving the tree in reasonable condition and appearance is incompatible with necessary clearance, consideration should be given to removing the tree. One exception to the referenced AFJMAN will be to omit the requirement to treat the tree trimming wounds (found in paragraph 4-58 of the AFJMAN). Another exception to the contract is the omission of any trimming or cutting on the bald cypress tree located on the east side of the Vandenberg and Thomas Avenues? intersection (tree is marked with surveyor tape on multiple limbs). 2.2 Tree Removal. The Contractor shall be responsible for identifying all trees that will be required to be removed to comply with the guidance of this contract. Prior to removal of any tree, the Contractor shall contact the Contracting Officer for approval. Should an entire tree that is located in an undeveloped area (i.e. when electrical lines are routed trough wooded areas) need to be removed, the stump of the removed tree shall be cut no higher than 2 -inches above the adjacent natural grade. Should an entire tree that is located in any other area need to be removed, the stump shall be ground with the resulting wood chips transported to an approved disposal area. 2.3 Tree Debris Disposal. All debris must be removed the same day that it is cut. Trimmed limbs of trees in undeveloped areas shall be discarded adjacent the cleared right of way either by moving cut limbs or by chipping the limbs with the chips discarded into the undeveloped areas. All other debris from the trimmed trees shall be discarded in the areas as shown in Attachment 2, Tree Disposal Maps. 2.4 Work Hours. All work will be performed between 0700 and 1600, Monday through Friday. No work will be accomplished on weekends or Federal Holidays. 2.5 Government Furnished Property and/or Services. None. 2.6 Government Furnished Utility Maps. Attachment 3 provides a utility map depicting locations of the electrical distribution system and areas that require trimming. 3. PERSONNEL 3.1 Qualifications. All personnel shall be highly skilled, properly trained, and qualified to execute the requirements of this tree trimming contract. Personnel shall execute all work in a careful and proficient manner in compliance with federal, state, and local regulations as well as acceptable trade practices. 3.2 Contract Manager. The Contractor shall submit for review the names and qualifications of a contract manager and at least one alternate, who shall be responsible for the performance of the work. The submission shall be made at the pre-performance meeting. The contract manager and alternate(s) shall be able to fluently communicate (speak, write, read) in the English language. 3.3 Employee List. The Contractor shall maintain a current listing of employees assigned to this contract. The list shall include the employees? names, social security numbers, and dates of birth. The submission shall be made at the pre-performance meeting. 3.4 Employee Restrictions. The Government reserves the right to restrict the employment of any employee, or prospective employee, who is identified as a potential threat to the health, safety, security, general well being, or operational mission of this installation and its population. 3.5 Employee Appearance. The Contractor shall be responsible for the appearance of the employees assigned to this contract. Personnel shall present a neat appearance and be easily identified. Standardized means of identification may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges containing the company?s name and employee?s name. 3.6 Government Escorts. An appropriate Government official must escort the Contractor?s employees without a security clearance when working in a restricted area. 4. TRIMMING EQUIPMENT 4.1 Only approved tools should be used for tree trimming. A 30-inch (750-millimeter) one-man crosscut saw, docking saw, forester saw, or pruning saw should be used for cutting off any limbs within arm?s reach. The type of saw to use depends on the size and location of the limbs to be removed. A pole saw or tree pruner shall be used for cutting off limbs beyond an arm?s reach. If the saws become dull or lose their set, they should be repaired or replaced. 4.2 Tree trimming should be done from a bucket to the utmost extent possible. Even maximum use of buckets will not permit all work to be done without possibly having to climb the tree. When tree climbing is required, safety precautions must be observed. Refer to ANSI 2133.1 for tree care operations and safety requirements. 4.3 All equipment and devices used shall be in good working condition and maintained in accordance with the equipment manufacturers? product literature. The equipment shall also be handled and operated in accordance with federal, state, and local standards. Bucket trucks shall have current certification of passing dielectric testing within the last 12 months. 5. APPLICABLE PUBLICATIONS 5.1 All work will be completed in strict accordance with this statement of work (SOW) and AFJMAN 32-1082 Facilities Engineering Electrical Exterior Facilities, Section XIV ? Tree Trimming. Where any conflict between the SOW and the AFJMAN occur, the stricter requirement shall prevail. 5.2 The proper methods to use in trimming (pruning) trees requires considerable expertise. Instructions on pruning techniques can be found in the ?Lineman?s and Cableman?s Handbook.? 6. COORDINATION 6.1 Scheduling. The Contractor shall submit a work schedule that will clearly identify the electrical distribution line right of ways to be trimmed, the use of associated facility numbers should be included, and the associated time periods in a tabular format with use of a map. The Contractor?s work schedule shall be submitted, reviewed, and approved by the Contracting Officer prior to accomplishing any tree trimming work. The Contractor shall not deviate from the submitted work schedule without first providing a written request two weeks prior to scheduled work on the specific electrical distribution line right of way and receiving approval from the Contracting Officer. 6.2 Protection. All precautions necessary to prevent damage to both the Contractor?s and Government?s equipment and property shall be taken. 6.3 Security Requirements. Contractor shall register all vehicles used on Little Rock AFB during the execution of this contract. Vehicle registration will be accomplished at the Pass and ID Section, located within building B-1255. Proof of liability insurance, current vehicle registration with license plate number, and a valid state driver?s license must be presented at time of registration for each vehicle. The Contractor is responsible for returning vehicle passes upon the termination of employment or upon contract termination or expiration. 7. FINAL PRODUCT 7.1 As a guide, the below sketch is provided for general reference. The Contractor shall complete work in a manner that the final product of this tree-trimming contract shall resemble the ?AFTER CLEARING? and ?ELEVATION? sketches below:
