Description
This is a combined synopsis/solicitation for commercial services in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice of this Request for Quotation (RFQ) and a written solicitation will not be issued. Thiscombined solicitation/synopsis reference number is 31DEC2003. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-16. The associated NAICS code is 531110 with a size standard of $6 Million. Offerors must propose a fixed rate for single or double occupancy lodging for approximately 67 personnel for the period 1 Jan 04 ? 31 Dec 04. The facility must be within a five-mile radius of Charleston Air Force Base, SC and be able to house all personnel within the same facility. Each furnished apartment must be equipped with the following amenities and utilities: furniture, electric, water and sewage, basic cable package, microwave oven, refrigerator, iron and iron board, telephone, hairdryer and on-site laundry facilities. The offeror should include phone rates comparable to those offered by the Air Force, (ie. local calls and all 800/888 calls are free). All offerors are subject to a facility inspection prior to contract award. Offerors are encouraged to clearly identify any additional services/amenities offered in addition to the minimum requirements listed above. Offerors shall provide as a response to this solicitation: (1) Price Schedule to include all amenities offered; (2) Proposed layout of the facility and room design (3) A list of at least three references; (4) CAGE Code; (5) Completed FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items. Award will be by Purchase Order and payment will be made monthly via Electronic Funds Transfer (EFT) so all offerors must be registered with the Central Contractor Registered (CCR) at www.ccr.gov to be eligible for award. The following clauses and provisions are incorporated and will remain in full force in any resultant award; FAR 52.209-6 Protecting the Governments Interest When Subcontracting With Contractors Debarred, Suspended, or Proposed for Debarment; FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items is applicable to the solicitation and blanks in (a) are completed as follows: past performance, price, amenities, condition of facility, and proximity to Charleston Air Force Base will be the factors used in the evaluation process for this purchase.
