Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The Missouri National Guard has a requirement for document production i.e. print/copy/scan. Approximately 8,000,000 documents of the combined functions are generated each year to support the Gu ard mission statewide. The various locations and approximate numbers of each type of document is identified in Attachment 1. The locations are all capable of copying, receiving and printing files over the local area network. Currently the Missouri National Guard meets this requirement with a combination of Government owned ?????? printers, scanners and Contractor furnished copiers and networked printer/copiers. The anticipated level of funding authorized for the Base Year ser vice is $200,000.00 - $250,000.00. The Missouri National Guard is seeking innovative and cost effective proposals for Commercial off the Shelf (COTS) current production equipment to support the Government for one Base Year plus Four Option Years. The contractor is to be responsible for pro posing all equipment, labor for delivery and placement, installation, training, service and support, and consumable materials with the exception of paper to fulfill the requirement. The Government also requests the contractor provide production volume rep orts. The contractor is to be responsible for invoicing the Government to include any credits or bonuses proposed. The government to have sole discretion on the source selection and approve the program to be used in accordance with the Evaluation Criteri a identified in Section M. 1.2 The Missouri Guard??????s mission requires the following document creation: 1.2.1 Classified and Secure documents. 1.2.2 Multiple groups and quantities of documents 1.2.3 Standard 8X11 size to a maximum size of 11X17 1.2.4 Transparencies 1.2.5 Gummed Labels 1.2.6 Carbonless Blues 1.2.7 Enlargement and Reduction of the original. 1.2.8 Two-sided documents from originals (both one-sided and two-sided) . 1.3 The units of the Missouri Guard are required to participate in annual training for a two week period each year. The units are still required to produce documents during this training period. A separate proposal is requested to meet the requirement f or portable equipment to be taken with the unit for training purposes. 1.4 The government requires a single flat rate price per copy or flat monthly fee, without regard to minimum or maximum utilization of individual machines. 2.0 Proposal Submission: Contractors are requested to provide the following documentation for contract Source Selection. Contractor??????s not providing the following information and documentation as well as completion of FAR Clause 52.212-3 shall be con sidered deficient in their proposal and not eligible for consideration. 2.1 Management Plan: The plan should include the overall means by which the contractor intends to meet the Governments requirement. The contractor shall have the responsibility to provide sufficient management and qualified dedicated technicians to servi ce the machines for each account under this contract. The contractor will have a crew of qualified and trained service and delivery personnel in sufficient numbers to service and support the requirements under this contract. Failure to maintain adequate pe rsonnel to meet the proposed response time may result in termination for default. The offeror must designate within 10 days of contract award a project manager who will be empowered to make daily decisions to ensure that the contract implementation and day -to-day operation is as smooth as possible. The proposal shall include resumes for the following key and essential personnel employees that will be responsible for the Cost-Per-Document Program (engineers, dispatchers, customer service representatives, dedicated technicians, etc.). The plan should also include the invoice program and a definition of how the data for invoicing is to be collected. 2.2 Technical Proposal: Include in detail the equipment to be placed to meet the Governments requirement at each location. Each offeror must submit as a part of their technical proposal technical data or descriptive literature to ascertain that the equip ment offered meets the requirements. Sufficient evidence must be submitted with the technical proposal to verify all other requirements. 2.3 Service Plan: Provide information pertaining to meeting the service requirement to include equipment repair, replenishment of consumable materials, replacement of non-repairable equipment, equipment usage for annual training. The contractor will defin e in writing the areas responsible within the corporation maintenance support department the locations (areas) from which maintenance technicians will be dispatched. 2.4 Past Performance: The offers shall have work experience and/or similar machine service experience that demonstrate his ability to perform under this contract. Government or commercial contract experience similar in nature to the work requested in thi s solicitation is acceptable. Provide Previous Experience documentation to include Name of Company or Individual and Telephone number of person that knowledge of contractor??????s previous experience. This information will be used to evaluate the Contrac tor??????s Past Performance. The solicitation is prepared with the appropriate clauses and provisions in accordance with FAC 01-17 on an unrestricted basis under NAICS 561990 Support Services.
