Description
NA The Army Research Laboratory, Aberdeen Proving Ground, MD plans to purchase on an as needed basis, the gases/services such as but not limited to Acetylene, Argon, Carbon Dioxide, Chlorine, Ethylene, Fluorine, Helium, Hydrogen, Krypton, Methane, Neon, Nitro gen, Nitrous Oxide, Oxygen, Propane, Sulfur Hexafluoride, Xenon, Gas Mixtures, Bulk Gases, and Cylinder Services. The complete list of required gases is provided in the Product Requirement Listing (PRL) (due to space limitation the PRL is available by req uest only to Jean Craig, 410-278-6517 or email jcc@arl.army.mil). Delivery of gases/services shall be provided to Building 4600, Rodman Materials Research Laboratory, at Aberdeen Proving Ground, MD within 5 working days or less after receipt of telephone or facsimile request from an authorized representative of the US Army Research Laboratory (ARL), except those gases deemed special mixtures or rare as determined by the contractor. In those cases, delivery date will be determined by the contractor and agr eed upon by the US ARL. All pure gases and mixtures are supplied in cylinders of a size determined by the gas or liquid, considering use and supply and agreed upon by both parties. The following is the Statement of Work and includes the following details to be addressed by the contractor: 1. Bulk Gases - Delivery of bulk gases is on an as needed basis and will be delivered to government owned tanks/hydril tubes located at the rear of the Rodman Materials Research Laboratory. 2. Purchase of Equipment - Regulators of various types, Flow Meters of various types, Instrument and Control Valves of various types, Pressure Gauges of various types, In-line Filters of various types, Cylinder Trucks and/or Tools to aid in cylinder handling, shall be permitted for direct order by an authorized representative of the US ARL. Associated shipping costs for this equipment will also be paid. 3. Maintenance - Contractor shall provide routine repair services on all outside bulk tanks as required. Preventative maintenan ce checks on bulk tanks shall be performed by the contractor, at no cost to the government, to ensure that they meet current regulatory standards and are in good operating condition. 4. Other Services - Contractor shall assist users, in the form of consul tation, in setting up new operations involving gas products under this contract. 5. Purity - The contractor shall provide guaranteed analysis, pursuant to the government's required specification and not typical analysis. 6. Cylinder Processing Fee - Th e contractor shall charge a standard processing fee per cylinder at time of delivery, in lieu of separate periodic cylinder rental fees. The fee may not increase during the period of the contract, but may decrease based on cylinder usage. There will be n o cylinder-processing fee charged for filling of government owned cylinders. 7. Hazardous Materials Fees - The contractor shall not charge any additional hazardous material charges for any items delivered under this contract. 8. Emergency Deliveries - Cost for emergency deliveries of products, equipment and supplies shall be quoted at the time of the order. 9. Authorized Personnel - The contractor shall only accept orders under this contract from the following personnel: (personnel to be named at tim e of award of contract). 10. During the period of performance for this contract, only Ruthellen Forrest-Rodgers or Pamela E. Fry may change the list of authorized personnel. Provide firm fixed price quotes for each gas, mixture, and service listed in the Product Requirements List (PRL). ARL is anticipating procuring a base year with two option years beginning 01 January 2004. Submit a proposal for the base year and two (2) option years. As part of its mission, the ARL Pharmacy, Bldg 4600 is responsible for providing ARL researchers with gases and services on an as needed basis to conduct research in a wide variety of scientific and technical areas and expe riments and on-going programs. The contract will be firm-fixed price with an Economic Price Adjustment allowed by the Contracting Officer one time per year, 3 months prior to the beginning of the next option year. (See clause 52.216-2) The anticipated award date is December 2003. This action is a full and open competition and is unrestricted as to business size. The NAICS code for this action is 454312; the SIC code is 2813. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 .6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This action is issued as a request for proposal (RFP ). The solicitation number is W911QX-04-R-0003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-16. This purchase will be made under the test procedures for the procure ment of commercial items under the authority of FAR 13.5. The technical POC for this requirement is: Ruthellen Forrest-Rodgers, AMSRL-CS-IS-EN, APG, MD, Tel: (410) 278-9397, FAX: (410) 278-2964. Evaluation Criteria: Timely proposals will be evaluated in accordance with FAR 52.212-2, Evaluation ?????? Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the so licitation will be most advantageous to the Government, price and other factors considered. Contracting Officer shall make a best value award decision based on the following evaluation factors: Technical approach of the services offered to meet the Government??????s requirements; Price; and Past Performance, in descending order of importance. Technical approach and past performance, when combined, are more important, when compared to price. Pric es must be furnished as firm fixed price and will include prices for a base year and two (2) option years. The Government reserves the right to make an award without discussions. The technical evaluation will be a determination of the offeror??????s abilit y to deliver gases/services within the timeframes required that meet the stated specifications. The Government is not responsible for locating or securing any information that is not identified in the proposal. To ensure sufficient information is available , vendors must furnish as part of their proposal all descriptive material necessary for the Government to determine whether the service meets all technical requirements. Past performance will be evaluated based on information provided by the offeror as to actual sales of similar services provided to industry or Government agencies (contractor format for past performance data is desired). Past performance will consider the reviews/ratings of other users who presently use or used offeror??????s products and a bility of the offeror to meet customer service levels. Offerors must include records of at least three recent sales, within the last 5 years, and identify a point of contact for each by providing a name and telephone number. Failure to submit past perform ance information (or to address past performance) with your proposal may result in your proposal being made non responsive. Technical capability is more important than price, and the Contracting Officer may make award to other than the lowest priced offer or. Offerors shall include a completed and signed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (APR 2001) with its offer. The clause DFARS 252.212-7000 (JUL 1997), Offeror Representations and Certificatio ns, applies to this acquisition. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive orders - Commercial Items, applies to this acquisition. The following additional FAR/DFARS clauses cited in this clause are applicable: Economic Price Adjustment-Standard Supplies (JAN 1997); FAR 52.216-2 and is modified to limit price changes (increases and decreases) to one time per year, 3 months prior to the beginning of the new option period. The term ??????established prices?????? means a price that is an established catalog or market price for a commercial item sold in substantial quant ities to the general public and shall not exceed 10 percent of the original contract unit price.
