- Description
- This is a request for information only. There is no solicitation package available. The Naval Air Warfare Center Aircraft Division Lakehurst is seeking Small Business sources that may be capable of providing Consolidated Automated Support System (CASS) Operational Test Program Sets (OTPSs) to offload support from the AN/USM-484 Hybrid Test System (HTS) at H-60 maintenance activities. The Navy?s requirement is for design, fabrication, integration, manufacturing, testing, production, demonstration and delivery of approximately 6 complete production sets and associated documentation of approximately 90 Shop Replaceable Assembly (SRA) TPSs over an anticipated performance period of 1 Sep 04 through 30 Mar 08. The SRAs are comprised of digital, analog and RF technologies. The Navy is preparing a Technical Data Package (TDP) detailing the current configuration of each Unit Under Test (UUT) and will provide the TDP for evaluation and proposal preparation. The TPSs included in each OTPS shall be compatible with Block 1, 2 and 3 CASS stations and must meet or exceed the performance capabilities of the legacy HTS Test Program Sets (TPSs). Additionally, each TPS must support the maintenance concept of the UUT being supported by fault isolating to the sub-assembly or component level that is consistent with the legacy TPS being replaced. The Navy will provide as GFE: 1) CASS stations with a specified level of maintenance, in adequate quantities to accomplish requirements of the contract. 2) A quantity of 2 each UUTs for which a unique TPS is required by the contract. A written response detailing corporate capability and experience in handling similar work of the same scope, size and complexity to support the requirements above is required. Specific information concerning past experience performing CASS TPS design, development, and production is desired. In addition, the response should also include the company?s technical capability to develop CASS TPSs; personnel who will be assigned to the procurement and their experience level; and the company?s ability to manage the workload to the proposed schedule, including facilities, resources, financial capability and any subcontracts with Large Businesses. The response shall include a white paper (summary) of no longer than five (5) pages along with any supporting data/material, which shall not exceed a total of twenty-five (25) pages. Three (3) copies of each response are required. All responses must be hardcopy, no electronic submissions allowed. The Government will not pay for any information received in response to this request nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Responses should cite RFI number N68335-04-RFI-0026 and be addressed to the attention of Ms. Dawn Chartier, Code 25222DC. All responses are due by close of business (4:00 P.M. EST) on 10 December 2003.
