- NASA/ARC plans to issue a Request for Proposal (RFP) for the Space Technology Division at Ames to obtain the services needed to conduct its varied research programs. The major objective is the development of technologies for use in the design and fabrication of prototype vehicles that travel at hypervelocities in the atmosphere of Earth and other bodies in the solar system. Other projects of the Space Technology Division and the Space Transportation Projects Office support NASA's missions in nanotechnology, astrobiology, astrophysics, and atmospheric sciences. The contractor shall provide on-site multidisciplinary engineering research and development, pursuant to task assignments issued by the Contracting Officer. These services shall include the personnel, facilities, equipment and materials (unless otherwise provided by the Government) to accomplish the tasks. Task assignments will be issued to perform services including, but not limited to, the following areas: project management, systems engineering, research and analysis, design and development, fabrication, fabrication support, testing, computer modeling, technical writing, facility management and operation, administrative support, computer system administration, and other functions necessary to complete projects. The Contractor shall provide management and administrative functions necessary to effectively and efficiently manage the work performed under this contract. Knowledge of aerothermodynamics, computational chemistry, computational fluid dynamics, semiconductor fabrication processes, aeronautics, material science, device and process modeling, and the development, management and operation of facilities is required to fulfill the requirements of this contract. The Government is contemplating the award of a performance-based contract that is Cost Plus Award Fee (CPAF). This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 1,000 employees, respectively. NO PROPOSAL IS REQUESTED AT THIS TIME. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. NASA/ARC plans to release a Draft Acquisition Plan (DAP) in December 2003 via the ARC Business Opportunities homepage. The DAP will offer more detail into the Government?s planned strategy for acquiring services for the Space Technology Division. The DAP will be for information and planning purposes to allow industry to better understand and the acquisition strategy, and to promote competition. A draft RFP will be released about February 2004. The release of the draft RFP will allow approximately thirty days for industry to comment or ask questions concerning any aspect of the solicitation, including the structure of the entire RFP. After all comments are received, the RFP may be revised and should be formally released to industry in April 2004 with proposals due approximately 30 to 45 days later. Past performance data will be requested to be submitted prior to the anticipated proposal due date. These dates are preliminary and specific dates will be included with the documents when they are released. The Government anticipates that contract performance, after a Phase-In period, will begin November 1, 2004. All questions must be submitted in writing (e-mail or fax). Telephone questions will not be accepted. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or other documents relating to this procurement.
