- NAICS Code: 541710 The US EPA National Risk Management Research Laboratory, Water Supply Water Resources Division, requires services for the design of sampling protocols and molecular analysis utilizing PCR specific for N. fowleri and PCR to identify and characterize the entire bacterial community. Water samples will be supplied for PCR analysis by the Region and State of Arizona. Five (5) wells will be selected for analysis with three (3) sampling events per well, for a total of 15 samples. Samples shall be tested for the presence of N. fowleri and bacterial pathogens like Legionella, E. coli H7:O157, Salmonella, and Campylobacter. Those samples with the aforementioned pathogens, or closely related Naegleria species, will be further analyzed using a phylogenetic characterization of bacterial communities. The specific wells will be determined by the Region in consultation with the Project Officer, and the State of Arizona. County agencies and water suppliers will be consulted, as appropriate. Offerors shall be required to demonstrate their understanding of the technology applicable to the detection and identification of bacterial communities present in environmental samples using conventional microbiological approaches. The project shall culminate in a final report. The applicable NAICS code is 541710, Research and Development in the Physical, Engineering, and Life Sciences, with a size standard of 500 employees. A Request for Quotation (RFQ) will be issued, subject to full and open competition, on or about December 15, 2003. This RFQ is being processed under FAR Part 13. The EPA intends to award a firm fixed-price purchase order to the quoter whose quotation represents the low price, technically acceptable quote, subject to evaluation for compliance with all applicable clauses. All technically acceptable, responsible quotations will be considered for award. Copies of the RFQ will be distributed via the internet only.
