Additionally, text addressing the soliciation release date is hereby corrected to reflect the current year: on or about 10 December, 2003. All other terms of the synopsis notice remain unchanged. Pre proposal conference date remains 18 December, 2003. Proposals will be due on or about January 12th, 2004, at 2:00 PM.
