- REQUEST FOR CAPABILITIES STATEMENT FROM 8(a) SMALL BUSINESSES. The Environmental Protection Agency (EPA) is conducting a market search for 8(a) small businesses to be responsible for receipt, storage issuance and disposal of chemicals (including radioactive materials) to all EPA locations in the Research Triangle Park, NC area. EPA reserves the right to set this action aside for 8(a) small businesses. If there are an insufficient number of qualified 8(a) concerns to ensure adequate competition, the Agency may elect to compete the requirement as a small business set-aside. Materials managed include hazardous, PCB, dioxin, non-hazardous, low-level radioactive, and regulated medical wastes. The contractor shall provide the necessary trained personnel, services, materials and equipment to support the safety, health and environmental management efforts of the Environmental Protection Agency's (EPA) Office of Research and Development (ORD), Office of Air Quality Planning and Standards (OAQPS), and Office of Administration and Resource Management (OARM) organizations located in Research Triangle Park (RTP), North Carolina, as well as the Human Studies Facility located in Chapel Hill, North Carolina. The services include but are not limited to: hazardous and radioactive chemical receipt, storage, transportation and issue; providing technical support in the preparation of dangerous goods/hazardous material shipments by commercial carriers both domestically and internationally; management, transportation and disposal of hazardous, radioactive, Toxic Substances Control Act (polychlorinated biphenyls, dioxin), infectious (biohazardous, pathological) and nonhazardous wastes; and hazardous material spill response and cleanup, using up to and including Occupational Safety and Health Administration (OSHA) level B, personal protective equipment. In performing this work the contractor shall comply with all applicable federal, state, and local environmental, safety, and health regulations. The contractor shall provide individuals such as program managers and technicians. The applicable NAICS is 562998 with a size standard of $6.0. ALL INTERESTED 8(a) SMALL BUSINESSES SHOULD FURNISH STATEMENTS REFERENCING THEIR CORPORATE EXPERIENCE AND CAPABILITIES RELATIVE TO THE AREAS DELINEATED ABOVE WITHIN 15 DAYS OF THIS NOTICE. This requirement is a follow-on to contract number 68D01067 with Agra Environmental, Inc. It is anticipated that the contract will have an effective date of October 1, 2004. All responsible and eligible 8(a) firms may submit a Capabilities Statement which will be considered by the Agency. A Pre-Solicitation notice will be issued at a later date.
