- NAICS Code 488310. (1) This is a Market Survey conducted by the United States Environmental Protection Agency, Region V (MCC-10J), 77 W. Jackson Blvd., Chicago IL 60604 (USEPA). It is a request for information only, and your response is not an offer. This request for information does not commit the Government to pay any cost incurred in preparation or any submission to this Market Survey or to a contract for services. (2) USEPA requests information regarding the availability of commercial sources to provide Operation and Maintenance Support Services for the USEPA research vessel Lake Guardian, a 180 foot monitoring vessel, currently moored in Milwaukee, WI, and work boat Mudpuppy, a 33 foot SeaArk work boat warehoused in Bay City, MI. The following requirements are anticipated: A. Vessel operation in the Great Lakes, B. Minor ship repair and maintenance, C. Safety Management System certification under the International Management Code for the Safe Operation of Ships and for Pollution Prevention, (3) Anticipated start date: November 1, 2004, (4) Interested parties must provide the following information: A. Company Name, B. Contact Information, including telephone number, fax number, mailing address, and an email address, C. Brief Statement of Corporation Profile, D. Firm Demonstration of Past Performance for Comparable or Similar Tasks, E. Resume or Experience of Key Personnel, F. Evaluation Factors to be used for Determining if Firms are Capable: 1) Technical experience in computer aided sampling equipment and of research laboratories for gathering of scientific data, 2) Knowledge of computer based maintenance programs for all operating equipment including power generating and sampling related equipment, 3) Thorough knowledge of navigation, communication, and ship operation and maintenance in the Great Lakes, 4) Knowledge of Home Port services including docking, electrical, telephone, sewage and food stores and water hookups, 5) Knowledge of FAR and Government contract requirements, G. Tasks which are most important are: 1) Knowledge by key personnel of scientific sampling equipment and its operation and maintenance, 2) Knowledge of the Great Lakes navigation and ship operation and overboard equipment for research vessels, 3) Safety system certifications and shipboard adherence, 4) Parts supply, configuration control, warehousing, and port operations, 5) Crew capable maintenance and dry docking requirements, H.
