Statement of Work-Simultaneous Facilitator (Russian) SABIT Standards Program Background The Department of Commerce, International Trade Administration's Special American Business Internship Training Program (SABIT), is managing a specialized program in Standards to train standards, certification, and testing professionals from Russia and the New Independent States (NIS). The Training Program will consist of three four-week training sessions with approximately seventeen to twenty participants each. The first two weeks' training of each Training Session will be provided by the National Institute of Standards and Technology (NIST), in the Washington, D.C. metropolitan area. The remaining two-week portion of each Training Session will consist of visits to private companies (Host Firms) and industry expositions, with SABIT overseeing all training and program development. The period of performance of this contract is from January 20 through September 30, 2004, with an option for one additional set of three four-week programs, to be completed no later than October 2005. The program dates are as follows: Standards Program in Medical Devices-January 24 -February 21, 2004; Standards Program in Building Construction-May 22-June 19, 2004; Standards Program in Information Technology-August 21-September 18, 2004. Purpose and Objectives To obtain an individual to serve as the facilitator for the Training Programs (Facilitator). The Facilitator will travel with the group throughout each four-week Training Session, providing logistical and program support. Requirements The service provider shall have: 1. Knowledge of history, government, demographics, and politics of the former Soviet Union. 2. Ability to communicate clearly, both orally and in writing, in Russian. 3. Ability to perform liaison functions among various organizations involved in the SABIT Standards Program. 4. Strong organizational skills, in particular the ability to organize, plan and coordinate logistics involved in supervising a group of 15-20 interns, including arranging ground transportation, lodging and domestic air travel if necessary. 5. Strong administrative skills. 6. Strong intercultural communication skills. 7. Strong public speaking ability. 8. Assertive personality with the ability to handle challenging situations. Basis of Evaluation: Applicants who meet the Basic Qualification Requirements above will be further evaluated based on their experience, education and training shown on their application as it relates to the quality ranking factors listed below. Quality Ranking Factors: Listed in order of importance. 1. Experience serving as a facilitator or other position in other international training programs. 2. Ability to fluently communicate in Russian. 3. Previous experience living in Russia or other Eurasian country. 4. Familiarity with standards, harmonization and certification issues. 5. Capability and willingness to be reached by Standards Coordinator at all times when with the group. 6. Must be entered into the Central Contractor Registration - www.ccr.gov The Central Contractor Registration (CCR) database" means the primary Government repository for Contractor information required for the conduct of business with the Government. Evaluation of Quotation: Quotations will be evaluated on a best value basis. GOVERNMENT RESPONSIBILITIES The U.S. Department of Commerce, International Trade Administration shall provide the service provider with a complete list of attendees one (1) week in advance of each training session. Substitutions shall be made with as much notice as possible but are subject to last minute changes. ITA shall provide all travel costs, housing and government per diem. The SABIT Program will pay the contractor for services in two (2) installments per session: one (1) payment every two (2) weeks, under immediate payment regulations. Each payment will cover fourteen (14) days of facilitation services each at the daily rate. The Facilitator shall implement the Standards Training program as follows: 1. Coordinate general logistical program operations with the SABIT office, especially the SABIT Standards Coordinator, on housing, transportation, and training sessions for each of the groups. 2. Greet each group at the Airport and accompany it to the housing facility. At the end of the program, accompany each group to the Airport to ensure that each trainee departs from the United States on the scheduled departure date. 3. Act as the liaison among the Interns and the Host Firms. Provide information about SABIT at group visits to Host Firms. 4. Coordinating with the NIST Program Officer and Standards Coordinator, for each group prepare a brief presentation for the first day of the program that will include: a review of the SABIT intern FAQ, establishment of rules of facilitator/intern interaction, and an explanation of program logistics. 5. Provide Host Firms and Interns with guidelines and logistical information on the Program on a timely basis. 6. Answer routine questions regarding SABIT program rules and restrictions; refer unusual situations to SABIT director. 7. Take notes on the reports by each intern on his/her domestic regulatory, standards and conformity assessment structures, to be given during the course of the Training session and submit to SABIT with each Intern's Exit Questionnaire. Provide notes to SABIT at the end of the contract. 8. When speaking with Interns, use Russian as necessary to ensure clear communication, particularly in the case of unusual situations. 9. When requested, speak about the SABIT programs at government and private sector functions during the training sessions. 10. Assist SABIT office in compiling proper documentation for: international and domestic travel (ticket receipts, bus service driver confirmations), hotel invoices, intern's signatures on travel vouchers, insurance invoices, deductibles, and co-payments. 11. During the programs, maintain regular daily contact with SABIT Standards Coordinator for logistical updates, program changes, and any issues requiring SABIT input or decisions. Ensure clear communication with SABIT staff at all times. 12. Plan one cultural or social excursion per week and one activity per weekend for the group during the training programs. 13. Ensure that prior to the completion of each Training Session each intern completes a SABIT Exit Questionnaire. Such Questionnaires shall be submitted to SABIT as a part of the final report of each group of Interns. 14. Prepare and submit to SABIT a final report for each group within one week of the group's departure. Contained in the report should be a brief summary covering lessons learned, as well as summary of the interns' experiences during the training. The final reports should also address the extent to which the goals and objectives of the training program have been met. 15. Conduct all aspects of the program in a professional manner. 16. Assist interns with daily life in the United States, answering questions, providing oral translation, providing information on general topics as well as concrete needs. 17. Upon request, assist with minor written translations of program materials.
