Description
Air Force Manpower Innovation Agency (AFMIA), Air Force Competitive Sourcing Division, Randolph Air Force Base, Texas is seeking GSA sources capable of developing an industry standard publication. The purpose of this Request for Information (RFI) is for planning purposes only. This information will also be used in conducting market research to identify potential GSA sources and their associated products and price estimates. Rough order of magnitude cost or pricing data is preliminary and for planning purposes only. This RFI does not constitute an invitation for bid (IFB), request for proposal (RFP), or request for quotation (RFQ), nor is it to be construed as a commitment by the United States Air Force. Agency Tender Overview: The Agency Tender guidebook is envisioned to provide the Air Force functional community with a high-level, easy-to-read reference book which will guide interested individuals through the Office of Management and Budget (OMB) Circular A-76 process, excluding the Preliminary Planning Process. The guidebook will also provide approved references to other applicable documents as required. Requirements: (1) All products must be in computer based-digital data, formatted in Microsoft Word version 6.0 or higher; (2) Content must comply with OMB Circular A76 requirements; (3) Content must outline the steps and deliverables required in the completion of the OMB A-76 process. The guide will also identify reference materials and Most Efficient Organization (MEO) process templates as provided by AFMIA. All responses should be received by 15 December, 2003.
